� <br /> REGUI.AR MEETING OF THE ORONO COUNCIL HELD APRIL 23, 1984_ <br /> ATTENDANCE 7 :00 P.M. The Orono Council met on the above date with the <br /> following members present: Mayor Butler, Council- <br /> members Adams, Frahm, Grabek and Hammerel. City <br /> Administrator Benson arrived at 7 : 30 p.m. City <br /> Attorney Radio, Public Works Coordinator Gerhardson, <br /> Zoning Administrator Mabusth, Engineer Repre- <br /> sentative Harlan Olson, Recorder Sutton, and Police <br /> Chief Kilbo represented the City staff . <br /> COMMENDATION - RESERVE <br /> OFFICER MIRE CARLSON Police Chief Kilbo and Mayor Butler commended Reserve <br /> Officer Mike Carlson for a job well done in arresting a <br /> felon. Kilbo presented a plaque and read a letter of <br /> thanks from the United States Department of Justice. <br /> CONSENT AGENDA* Mayor Butler moved, Councilmember Adams seconded, to <br /> approve the Consent Agenda* , with all staff reports <br /> concerning items reviewed at this meeting to be <br /> attached to the original copy of these minutes on file <br /> in the City Clerk' s office. Motion, Ayes ( 5 ) , Nays <br /> ( 0 ) . <br /> MINUTES* Mayor Butler moved, Councilmember Adams seconded, to <br /> approve the minutes of the April 9 , 1984 , Council <br /> meeting. Motion, Ayes ( 5 ) , Nays ( 0 ) . <br /> LARE MINNETONRA CONSERVATION <br /> DISTRICT REPORT Jo Ellen Hurr was present. Hurr stated that the LMCD <br /> will review the Walters Port dock issue. Hurr stated <br /> that a public hearing will be held Wednesday, April 25 , <br /> 1984 , about sea planes . Hurr stated that right now <br /> they are restricted to one landing and one take off <br /> between 11-6 on Saturdays and Sundays . Hurr stated <br /> that the LMCD has tabled Chaska Marines application <br /> for another 30 days . Hurr stated that the LMCD is <br /> going to investigate changing the application fees . <br /> Hurr stated that if this was passed that it would <br /> reduce the assessments charged to the Cities by almost <br /> one-half . <br /> Mayor Butler asked Hurr why the LMCD did not respond to <br /> the City' s request asking for their support in Orono' s <br /> position on the Maple Plain Interceptor issue. <br /> Hurr stated that the LMCD took the position that they <br /> took a strong stance that every sewage treatment plant <br /> should be out of the watershed. Hurr stated that as <br /> far as she knew the LMCD was still planning on staying <br /> with that position. Hurr stated that the LMCD did <br /> deny the Sailors World application. Hurr also noted <br /> that the speed limit on the lake has been reduced to 20 <br /> mph. <br />
