y <br /> � CITY OF ORONO <br /> Special Meeting of the Orono Council 7 : 30 P.M. <br /> October 2, 1979 <br /> The Orono Council met on the above date with the following <br /> members present: Mayor Van Nest, Councilmembers Butler, <br /> Hurr, Massengale, and Paurus. Also present: City Finance <br /> Director Kuehn. <br /> Butler moved, Massengale seconded, to appoint Councilmember <br /> Paurus as Orono' s representative to the Board of Directors <br /> of the Lake Minnetonka Conservation District. Motion, Ayes (5) - <br /> Nays (0) . <br /> Council directed staff to so inform the L.M.C.D. by letter <br /> as soon as possible. <br /> Council then discussed the proposed Budget for 1980, which <br /> included the following : <br /> Paurus moved, Hurr seconded, to continue the present Dutch <br /> Elm program except that any emergency cases are to be brought <br /> before Council on an individual basis for consideration - <br /> and further that the proposal to add 2/10 of a mill to the <br /> 1980 tax levy for the pick up of privately owned diseased <br /> Elm trees is not acceptable due to the unmeasurable costs, <br /> and therefore is denied. Motion, Ayes (5) - Nays (0) . <br /> Paurus moved, Butler seconded, to approve the 1980 Budget <br /> as presented, with the understanding that additional infor- <br /> mation will be presented to Council regarding the following: <br /> The Capital Outlay for the garage (line item #510) in the <br /> Water Fund and Sewer Fund; the Maintenance of Distribution <br /> System (line item #244) in the Water Fund; the Capital Outlay <br /> for the riding mower (line item #530) in the Park Department <br /> of the General Fund; and finally, the Donations to the West <br /> Hennepin Human Services Board and Suburban Community Services <br /> (line item $�491) in the Human Rights Department of the General <br /> Fund. Nlotion, Ayes (4) - Massengale Nay. <br /> Massengale stated that he voted nay because he found problems <br /> with the issues raised, as cited in the motion to approve the <br /> Budget, but was not opposed to the Budget as a whole. <br /> Butler moved, Massengale seconded, to adopt resolution #1077 <br /> authorizing $732,063 to be raised through the general property <br /> tax for support of the 1980 Budget.
