� <br /> • CITY OF ORONO <br /> � <br /> Special Meeting of the Orono Council, 8: 00 P.M. <br /> � June l, 1976 <br /> � The Orono Council met on the above date with <br /> � the following members present: Acting Mayor <br /> Massengale, Councilmembers Eutler, and Paurus. <br /> � Absent: Mayor Searles and Councilmember 6Velsh. <br /> � Mr. Rick Sathre, representing McCombs-Knutson, RYAN CONSTRUCTION <br /> City engineers, reviewed his memo dated June 1, Super Valu Store <br /> � 1976 stating that: <br /> � In accordance with the Council' s direction, we <br /> � have reviewed the site and grading plans for the <br /> subject project. The site in question, consisting <br /> � of roughly 3. 16 acres is proposed to be developed <br /> as a Super Valu retail store. <br /> � <br /> The site consists of two drainage areas, the <br /> f major drainage area whose drainage is to the <br /> • south and west along Kelly Avenue. This drainage <br /> area presently consists of approximately 2. 6 acres <br /> � with the remaining area of the site draining to <br /> County Roads #19 and #15 and thence to the east. <br /> ` The proposed grading plan for this site indicates <br /> that the new drainage break will occur between <br /> � the northerly and easterly property lines and <br /> the parking areas. This change in the drainage <br /> • p�ttern will result in an increase in the area <br /> • draining to Kelly Avenue. This change ir. drainage <br /> area will add a�proximately 0. 45 acres to the <br /> � Kelly Avenue area. As the Council and Staff <br /> are aware, the Kelly Avenue area presently is <br /> � experiencing drainage problems following periods <br /> of high runoff. Any revision to the normal <br /> � drainage pattern, therefore, will have a direct <br /> effect on the low lying areas to the south of <br /> � the site. With this in mind, we have attempted <br /> i to determine the relative effects of the proposed <br /> alterations on this drainage area. <br /> � As proposed, the parking lot encompasses 1. 55 acres <br /> � of the site, or approximately one half. The <br /> building occupies approximately 0. 37 acres of the <br /> � site. If we assume that the runoff from the parking <br /> lot and building is allowed to proceed unimpeded to <br /> � the Kelly Avenue area, it would result in an increase <br /> . of 80 to 85o in the runoff from the site. If building <br /> drainage is controlled and rainfall is stored on the <br /> � roof of the building, (no runoff from the structure <br /> itself occurs) the increase in runoff to the drainage <br /> � area following the construction of this �'acility would <br /> be in the range of 50 to 55%.
