Bernhardson <br /> I ceceived a letter from Lee Harren (copy enclosed) April 5, <br /> 1989 ask:ng me to pay the special a�sessment portion ai -his <br /> 1989 taxes. Mr . Harren purchased Lot 2 Block 2 Bayside <br /> Landing C formerly 3830 Bayside Rd. > September 30 , 1988. at <br /> which time a special assessment seacch was done at the city <br /> costing me �25.00 . There were no special assessments! <br /> I called the City April 6, 1989 to find out what the <br /> assessment was. It is �20 .00 for the on site sewer <br /> inspection program for 1988, �20 .00 penalty , and �3.20 <br /> interest . I was told there was nothing they could do and no <br /> way to get it off the tax statement . I was also told to <br /> forget it or write a letter ot the City Administrator . <br /> The following are a list of events and dates which should be <br /> noted in correcting this problem. <br /> Purchase agreement March 31 , 1987 <br /> Subdivision application July 20 , 1987 <br /> Perc tests and sewer design August 1987 <br /> Planning commission approval September 21 , 1987 <br /> City Council approval November 23, 1987 <br /> Demolition permit March 25, 1988 <br /> Lot sold to Harrens September 30 , 1988 <br /> First heard of sewer inspection charge April 6, 1989 <br /> I was never billed for this sewer inspection program nor did <br /> I ever expect to be billed. In 1987 when I made the offer to <br /> buy this property it was vacant and unfit to be lived in . <br /> Early in 1987 when I began talking to the City it was made <br /> clear that my intent was to demolish all existing structures <br /> on the prope .rty . Had I been billed in 1988 I would have <br /> asked to get it dropped one year ago because it was an <br /> abandoned system. Now my buyer is upset and I have added <br /> problems and expenses one year aftec the fact . <br />
