I (,D3 <br />MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, February 14, 2005 <br />7:00 o'clock p.m. <br />• <br />• <br />• <br />ROLL <br />The Council met on the above - mentioned date with the following members present: Mayor Barbara <br />Peterson; Council Members Jim Murphy, Lili McMillan, and Jim White; City Attorney Thomas Barrett; <br />Representing Staff were City Administrator Ron Moorse, Planning Director Mike Gaffron, Planners <br />Janice Gundlach and Melanie Curtis, Public Service Director Greg Gappa, Engineer Tom Kellogg, and <br />Recorder Jackie Young. 'I <br />Council Member Sansevere arrived at 7:08 p.m. <br />Mayor Peterson called the meeting to order at 7:02 <br />CONSENT AGENDA <br />1. APPROVE /AMEND <br />Items #9 through 18 were added to the Consent <br />Murphy moved, White seconded, to approve <br />VOTE: Ayes 4, Nays 0. <br />PUBLIC HEARING — 7:00 P.M. <br />2. ANNUAL PUBLIC HEARING FOR <br />PREVENTION PLAN <br />followed by the Pledge of Allegiance. <br />Consent Agenda as amended. <br />STORM WATER POLLUTION <br />Gappa addressed the City Council regarding the City's application for a National Pollution Discharge <br />Elimination System Storm Water permit. One of the requirements of this permit is that the City must <br />hold an annual meeting to obtain public comments, on this permit and the activities associated with this <br />permit. Under the permit, the City is required to address public education and outreach, public <br />involvement and participation, illicit discharge and detection, construction site runoff control, post <br />construction runoff control, and pollution prevention and housekeeping. <br />Gappa noted the City is in substantial compliance ;Lth the permit and that the City has been taking steps <br />to educate the general public concerning the City's philosophy on protecting the lake and storm water <br />control. Gappa noted the City conducted 550 inspections of existing septic systems this past year to <br />ensure satisfactory operation of septic systems and to reduce illicit discharges as well as annual <br />inspections and service on 45 lift stations.
