I <br /> understand that the city is planning to develop a ditch and culver# system on the <br /> builder's side vf the road_ Jean told me that this may �e done next spring. WWY ARE <br /> YQU ALLOWING C4NSTRUCTfON TO BEGIN BEFORE THE DRAINAG� <br /> SaLUTI�NS ARE COMPLETELY IN PLACE? I am very concemeci about this, and <br /> would like this solutior, implemented this fall. (Wouldn't �t have made sense to h�ve <br /> this completed before issuing a cor�struction permit? I had to have my swafs excavated <br /> before the city would allaw me t4 pour my foundation for my garage last fa1�. Why is <br /> there a change in policy here?) <br /> i want to remind you that the swale an my propEr�y, whic� borders the P�lm property, is <br /> NOT to solve cunoff pr�blems in the neighborhood, and neither the city nor the builder <br /> ecross th� street has:�o legal right to divert water to my property. I �vas required to <br /> constn.ict the swale ta r�place a small "ffoadplain" area filled in to build the norfhern <br /> edge of my gar�ge. There is a small three inch plastic pipe trom my swale to the ditch <br /> on the northern side of the Pa1m prope�ty, 7his is t�e result of a friendly agreement <br /> between T�m Palm and myself to mave water from my swa{e to (eventually} the lake_ I <br /> WILL N�T ACCEPT RUNC�FF �ROM THE BUILDER'S P�OPERTY 1NTQ MY SWAL.E. <br /> The city daes not have an Easement ta dn this. <br /> Incidentally, i �nderstanti that there is no easem�nt along the f'alm/Trainor properties, <br /> therefore fhose two property owners have no duty ta coaperate with ti�e city's pfans to <br /> divert water firom the builder'S pro�erty onto th�ir properties and eventually to the lake. <br /> You may want to talk to Mr. Palm about this. <br /> Please call me about this issue immediately.
