RESOLUTION #414 <br />A RESOLUTION IN SUPPORT OF STATE ASSUMPTION OF THE <br />MAJOR SHARE OF EDUCATION AND WELFARE COSTS AS A MEANS <br />OF AFFORDING LASTING PROPERTY TAX RELIEF AND RETAINING <br />THE PROPERTY TAX AS A MEANS OF SUPPORTING LOCAL SERVICES <br />BE IT RESOLVED by the Village Council of the Village of Orono, Minnesota <br />that the Council•: <br />1. Believes that there is historic aAd,legal .justification in the <br />state assuming responsibility for support of -public edu'cation and <br />welfare, <br />2. Believes that the desire of the legislature to afford substantial <br />and lasting property tax relief can be best achieved by a state, <br />assumption of a major' share of the costs of education and welfare. <br />3. Views as essential the preservation of some reasonable balance <br />between local and state decision-making responsibilities regarding <br />taxing and spending. <br />4. Believes that a shift in the tax burden should recognize ability <br />of taxpayers to pay and that there sould be a relationship between <br />the source of the tax and services provided. <br />Adopted by the Village Council of the Village of Orono, Minnesota, <br />at a regular meeting of October 125 1971. <br />Louis B. Oberhauser, Mayor <br />111' 101 <br />Attest: <br />14,� <br />a pMar tln,=er amznlstrator <br />RESOLUTION #415 <br />`A RESbLUTION APPEALING THE <br />METROPOLITAN SEWER COST <br />ALLOCATIONS TO THE VILLAGE OF ORONO <br />WHEREAS, the Metropolitan Sewer Board and the Metropolitan Council <br />have made certain allocations of metropolitan treatment works and. <br />interceptor costs to the Village of Orono based upon various calculations <br />and assessments; and <br />WHEREAS, Orono is willing to bear its fa yr'share of current costs and <br />reserve capacity charges for„tre.atmen;t._,wo ks and interceptors; and <br />WHEREAS, the Village of Orono has determined that its cost allocations <br />are unreasonable, unfair, inequitable, and are based upon an <br />arbitrary determination of cost benefits and capacity; and <br />
