A public hearing having been held on said improvement on <br />June 14, 1971, and.opportunity having been given at such hearing to all <br />persons to make known their views on said improvement, and this Council <br />being fully advised of the pertinent facts, does hereby order the <br />construction of said improvement. <br />3.
