This <br />memo is written to clarify the record. <br />The lot was tax forfeited. After review by the public works <br />coordinator and myself, it was released for unconditional sale <br />in 1979. It contains "some undesignated wetlands" (per tax <br />forfeit report) consisting of a pending area in front of the <br />culvert under Concordia. The drainage area is not desicvnated <br />on the official floodplain maps. It does not contain wetlands <br />vegetation. Sewer and water service is available and assessed. <br />The new buyer (and perhaps a previous buyer) had stated that <br />the City staff told them the lot was unbuildable. There is <br />nothing in the record to support such a finding. <br />The drainage function must be preserved. A survey and site <br />plan is required to review how the owner intends to handle the <br />dranage. A land alteration conditional use permit to relocate <br />the drainage area (or a 26' setback variance) might be required <br />in order to site a house. but this does not rule out the <br />buildability of the lot. <br />Hennepin .:ounty Tax Forfeit Office and current purchaser <br />Gordon Hedlund have been advised of this fact. <br />
