.,� - , RFSOLU^'ION �1106 A BESOLUTION RE�ARDI1`I(� FiI�HT�]A�' COPdSTRUCTION FOR L1�KE r'IIPdP1ETOTdKA P7HEREAS, Lake "Zinnetonka is a priceless natural resource and recreational area of inetropolitan signif_icance, and �•�iEREAS, the value of Lake P'Iinnetonka as a natural resource and recreational area and the quality of life in this area may best be preserved by directing commuter traffic arounc� and awav fror_1 the shores of Lake rRinnetonka, and �aHEREAS, the Hennepin Count�� Board of Comr.lissioners and Iiennepin County Hiqhway Departr,lent were requested bv the City of Orono by resolution dated March 9 , 1970 to undertake the development o.f plans to provide alternative routes for the west Lake PZinnetonka comr.tunities to travel south to Highwa_y 7 and north to Hic�hway 12 to serve as a circur.iference highwa�� as an alternative to upgrading Hiqh�•�ay 15 to a f_our-lane highway, and taHERI�AS, the Hennepin Count�� Hiqhwa�� Denar_tment did undertake such a study entitled Hennepin Count_y Transportation Systerl Study, dated December, 1975, showing such circuriference highwavs , and �aHEREAS, segments of the north bound alternative route to Highway 12 were placed on the Hennenin Count�� f_ive-year capital improve- ments �rograr.l and subsequently dropped f_rom the Hennepin Countv five- - year capital impro�rements prograri, and LVHERFAS, the City of Orono has constructed a diae�onal route frorl the corners of County Roads 19 and 84 to the intersection of_ County Road 6 and [^7atertown Road as an alternative to the County' s proposals �vhich had been dropped from the Hennepin Count�� five-year capital improvements program, and WHEREAS, the Hennepin County Highwav Department is no�a proposing u�e�rading Count�� oad 15 from the Citv o'f P'�ound to the intersection of Count_y Road 19 in Navarre to a four-lane undivided highway. NOPd, THERI;FORE, BE IT RFSOL�IED, that the Cit�� Council o_f the City of Orono request the follo�aing action: l. That the Hennepin County Board of Cor•imissioners and the Hennepin County Hiqhwa�r Departrnent be requested to design and , construct a new diagonal t��o-lane undiv�ded street from the intersection of County Roads 110 and 151 to connect with the south end of the Orono diagonal at the intersection of County Roads 19 and 84 as the first phase in an overall plan to provide alternative routes from the western Lake rZinnetonka communities. 2. That the Hennepin County Board o� Commissioners and the Hennepin County Public i��r_ks Department undertake the development of plans in conjunction with the State of r�innesota for the up- grading of the intersection of County Road 6 and State Highway 12 .
