MINUTES OF THE <br />ORONO CITY COUNCIL WORK SESSION <br />Monday, October 27, 2014 <br />5:00 p.m. <br /> <br /> <br />Present: Mayor Lili McMillan, Council Members Lizz Levang and Aaron Printup; representing <br />Staff were City Administrator Jessica Loftus, Finance Director Ron Olson, Senior <br />Planner Mike Gaffron, City Attorney Soren Mattick, Public Works Director – City <br />Engineer Adam Edwards and Community Development Director Andrew Mack. <br /> <br />Finance Director Ron Olson presented revenue and expenditure factors for consideration in the 2015 <br />enterprise fund budgets. He requested the Council’s input on spending priorities, the fee schedule, and <br />the Capital Improvement Plan (CIP). Discussion ensued regarding specific spending items and some <br />minor changes noted to the CIP. There was discussion about the proposed fee schedule changes <br />including an increase in building permit fees and the elimination of the PEG fees on cable bills. <br />Mike Gaffron provided background on private roads, noting the historical basis for Orono’s desire to avoid the <br />high cost of local road maintenance associated with low density rural development. Soren Mattick explained <br />that as private roads age and need repair or reconstruction, there is a likelihood of increased requests from <br />neighborhoods and homeowners associations for the City to take over those roads.
