VILLAGE OF ORONO <br />Regular Meeting of the Planning Commission, <br />November 20, 1972 <br />The Planning Commission met on the above <br />date with the following members present: Chair< <br />man Poisson, Elliott, Gasch, Guthrie, Kokesh, <br />Nicholls, Ryerse, and Van Nest. Absent: Hays, <br />Kullberg, and Searles. Also present: Council­ <br />man Massengale, Councilman-Elect Welsh, and <br />Tom Loucks, Planner. <br />7:30 P.M. <br />Gasch moved, Elliott seconded, that the <br />Minutes of the Regular Meeting of November 6, <br />1972, be approved. Mot^Dn. Ayes (8) - Nays (0), <br />MINUTES <br />Tom Loucks passed out the report on Phase Two, <br />the community seminars held in the Orono High <br />School in September. At the same time a study <br />was passed out, as ordered by tiie Mayor which <br />gave the Village Council and Planning Commission <br />a tool to tie in traffic generation to various <br />land uses as allowed under our present zoning <br />ordinance. Along with this were two maps <br />showing existing and projected generation when <br />optimum development in the Navarre and the <br />present Highway #12 areas will be reached. <br />He went through both generally, eliciting <br />questions from members and giving explanations. <br />This was followed by a broad Village concept <br />being placed on the board showing cores <br />consisting of small shopping areas buffered <br />by housing of greater density tapering off <br />into housing of low density. The concept <br />showed a trail system connecting these cores. <br />Some members were skeptical of this concept <br />being apropos to the Village because the <br />lake would necessitate the use of highways for <br />trails. Loucks stated this concept is being <br />used, with more land being acquired for right <br />of ways with part of it devoted to trails. <br />PLANNER <br />Tom Loucks <br />m <br />Gasch and Ryerse left at 10:20 P.M. <br />Members studied the site plans of Kent Carlson, <br />3498 North Shore Drive, whereby he intends to <br />remove a garage now on both side and rear <br />property lines creating a traffic problem as <br />it blocks view of Baldur Park Road wlien <br />entering from Birch Lane. In lieu of this <br />garage, he wished to attach one to his house <br />which would continue a non-conforming use as <br />the house was only 4* from the side property <br />line; tae adjacent property also being leld <br />by him.
