Orono City Council <br /> Work Session Minutes <br /> Monday,December 6,2021 <br /> Council Chambers <br /> SHOj5:30 p.m. <br /> PRESENT: Mayor Dennis Walsh, Council Members Richard F. Crosby II, and Matt Johnson. <br /> Staff members present were City Administrator/Engineer Adam Edwards, Community <br /> Development Director Jeremy Barnhart, Finance Director Ron Olson,Public Works <br /> Superintendent DJ Goman, and City Clerk Anna Carlson. <br /> 1. Park Dedication <br /> Community Development Director Jeremy Barnhart presented the park dedication for <br /> 2022. He proposed for every new lot that is created the developer should provide the <br /> City.1 acres of park dedication. The City can take cash in lieu of land/trail. He also <br /> proposed a cap of 20%for dedication. <br /> Council Member Matt Johnson questioned whether the value of purchase price versus the <br /> land value should be used to determine park dedication. The point is that the City needs <br /> to allow itself flexibility. If we set the bar too low then we may not be capturing the <br /> actual costs for park dedication contribution. The City should have the option to choose <br /> which is used to determine value. Johnson also noted there should not be a cap. <br /> Mayor Dennis Walsh added that people can come to the Council to request other options <br /> at any time. He noted the sale price should be used to determine the fee. Walsh also <br /> added there should be some sort of cap and something else should be used for higher <br /> density. <br /> Barnhart noted that he will adjust the dedication fees to reflect based on CRV or <br /> Hennepin County land value.
