Orono City Council <br /> Work Session <br /> Monday,February 10,2020 <br /> Council Chambers 5:00 p.m. <br /> AGENDA <br /> PRESENT: Mayor Dennis Walsh, Council Members Aaron Printup,Richard F. Crosby I1, <br /> Matt Johnson and Victoria Seals. Staff members present were City Administrator Dustin <br /> Rief, Finance Director Ron Olson Director of Public Works/City Engineer, Community <br /> Development Director Jeremy Barnhart and City Clerk Anna Carlson. <br /> GUESTS: Bob Erickson <br /> 1. Maintenance of Three Rivers Park District Trails <br /> Director of Public Works/City Engineer Adam Edwards presented the memorandum for <br /> Maintenance of Three Rivers Park District Trails. He noted that most recently the Three <br /> Rivers Park District had offered $500 per mile of trails for maintenance totaling <br /> approximately$3200 for Orono. The City would still need to cover any remaining <br /> expenses that would occur with maintaining the trails. <br /> Mayor Dennis Walsh asked if there would be any additional costs with insurance if the <br /> City picked up the maintenance with the trails. <br /> Finance Director Ron Olson mentioned that there may not be any additional costs, <br /> however there may need to be additional coverage of responsibility/liability. <br /> There was further discussion about which trails would be maintained,possible impacts <br /> maintaining the trails could have on residents and ways the City could provide the most <br /> efficient maintainenance for those trails. There was also discussion about looking into <br /> organizing a type of pilot program/project for trail maintenance. <br /> Walsh added the City should reach out to other surrounding communities which share <br /> these trails with us to see if they would like to work together on this pilot project. This <br /> would give us the opportunity to reevaluated it later to see if it's worth continuing. We <br /> also need staff to find out from the League of MN Cities the effects it has on our <br /> liabilities if we are maintaining someone elses trail. <br /> 2. LA19-000063—City of Orono Text Amendment Related to Special Events <br /> Community Development Director Jeremy Barnhart presented the draft text amendment <br /> related to Special Events. Barnhart asked for input regarding the language for Open <br /> House definition. <br /> There was discussion that followed which included a few clarifications for the use of <br /> language in some sections.
