I contacted you <br /> because the plans and survey submitted did not match. During our phone conversation you indicated the deck <br /> was the only project to be constructed at this time and I informed you the survey and plans must reflect only the <br /> extent of the the project being proposed today, not future projects. On December 11, 2012 we received an <br /> updated survey, showing two projects, the deck and a paver patio. The following items must be submitted or <br /> revised in order for your application to be considered complete and for the plan review to continue: <br /> 1. Certificate of Survey. Please have the surveyor provide the cut and fill earthwork calculations for the <br /> paver patio and the top and bottom wall elevations for the proposed retaining wall. If the amount of <br /> earthwork exceeds 50 cubic yards or 5,000 square feet our wetland regulations will apply and a wetland <br /> delineation will be required. <br /> 2. Zoning Permit Application. The patio/earth work will require a Zoning Permit Application, copy <br /> attached. <br /> 3. Wetland Delineation. A Manage 3 wetland exists on the subject property; according to Orono's City <br /> Code Chapter 78 Article XI Wetlands Protection, manage 3 wetlands require a 16.5 foot wide vegetative <br /> buffer. If the proposed patio project triggers the administration of the City's Wetlands Protection <br /> regulations, a wetland delineation will be required. If a wetland delineation is required, we are unable <br /> to proceed until a wetland delineation report is submitted. The wetland delineation must be approved <br /> by the Minnehaha Creek Watershed District (MCWD). The delineated edge of the wetland must be <br /> shown on the survey, along with the required 16.5 foot buffer and 20 foot structure setback from the <br /> buffer. Please note, the MCWD has different buffer regulations/triggers than the City does. <br /> 4. Escrow & Escrow Agreement. Permits involving grading and/or review by the City's engineer require <br /> submittal of an escrow and an escrow agreement. The purpose of the escrow is to guarantee <br /> reimbursement to the City for out-of-pocket costs incurred during the review of your plans. Additionally <br /> this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control and <br /> stormwater. The required escrow amount for this project is $2,500. The escrow agreement is enclosed. <br /> The property owner must sign the escrow agreement and submit a check for$2,500. <br /> 5. Wetland Escrow & Escrow Agreement. If a wetland buffer is required a separate escrow and escrow <br /> agreement will be required until the vegetation is established. The escrow amount is determined by our <br /> wetland specialist and is based on the amount of work required. <br />
