The septic system at 2275 <br /> Webber Hills Rd. has been inspected ten times since 1978. The purpose of these inspections was <br /> to identify whether the system was accepting the sewage from the residence without discharging to <br /> the surface and to assure that the system was being maintained properly. <br /> The Minnesota Pollution Control Agency(MPCA)adopted new rules in January 1996 requiring that <br /> septic system inspections must identify whether the system meets a three foot separation between <br /> the drainfield and the seasonal water table. As a result of this code change,the system was identified <br /> as not meeting the three foot separation on July 31, 1996 and is therefore non-compliant with current <br /> codes. The system is functioning the same as it was in previous inspections,however we now know <br /> it does not meet the MPCA standards which remain essentially the same as they were in 1979 for <br /> new residences. <br /> The MPCA rules do not require non-compliant systems more than 1000 feet from protected lakes <br /> and streams to be upgraded within a given time period,but the City of Orono has established a repair <br /> deadline of December 31st,ten years from the year the non-compliance was identified.
