t r � MINUTES OF ORONO PARK COMMISSION, Jan. 3, 1989 Attendance: Virginia Sweatt, Les Kelley, Lee Erger, Dick Flint, Bruce Kokal, Alex Vongries and Phil Bradley. Absent: Jim Gilbert . Also present: John Gerhardson, Public Works Director. The minutes of December 6th meeting were approved. The reappointment of Les Kelley and Phil Bradley will be presented to the City Council on January 9th. John Gerhardeon reported that the Park User Survey will be mailed this month with other city material . He will make copies ofi council-approved Trail concept plen for all members before the next meeting. Jinny Sweatt will contact newspaper f or publicity on our skating rinks . There was a discussion on the theories used in setting park land dedications and park fee schedules . Gerhardson reported that the first drono park fee ordinance was established in 1973, and the present fee schedule adopted in 1976, based on aflat fee per residential unit. Another fee schedule could be based on the appra�sed land value, with expensive lots paying more than lower priced lots, regardless of lot size or denaity. John Gerhardson will prepare and mail to members prior to the February meeting a 5-yesr history of Park Dedication fee income and park project expenses, and the ordinances and fee schedules for Medina and Minnetrista. He will also contact the Hennepin County Highway Dept. for thefr future road and trail plans in our ares. This year the Park Commission will work to complete for City Council approval a revision of the Park Dedication fee schedule and a master plan f or the Bike-Hike trail system. We will analyze the results of the park user survey, and review the city's Comprehensive Plan as it pertains to parks and trails for the Council 's approval next year.
