Orono City Council <br /> Committee of the Whole <br /> June 15, 2010, 6:30 p.m. <br /> Orono City Council Chambers <br /> Present: Mayor Jim White, Council Members Cynthia Bremer, Doug Franchot, Lili McMillan and Jim Murphy; <br /> City Administrator Jessica Loftus, Assistant City Administrator for Long-Term Strategy Mike Gaffron, <br /> Police Chief Correy Farniok, Finance Director Ron Olson, Building Official Lyle Oman and City Clerk Lin <br /> Vee <br /> 1. Photo Contest Judging <br /> Council selected winning entries for the 4th annual Essence of Orono photography contest. <br /> 2. Response to Long Lake RFP for Police Service <br /> Council reviewed the "Police Services Proposal for the City of Long Lake" prepared by Chief Farniok. The <br /> proposal will be submitted to the City of Long Lake by Friday,June 18. Long Lake's review process includes an <br /> interview which will provide an opportunity for Orono to elaborate on details of the proposal. <br /> 3. Geothermal Feasibility Study Report <br /> Hollis Linehan, MEP Associates, and Jim Cusak, UMR Geothermal, presented the findings of the feasibility <br /> study for replacing the current HVAC system with a more energy efficient geothermal system at City Hall,the <br /> Council Chambers and Police Department. While the study suggests the financial payback could take up to 30 <br /> years, a full schematic design would likely reduce the costs. Understanding the city's goals and sustainability <br /> of the building will influence the type of replacement HVAC system. Council found the results of the study to <br /> be very informative and will continue to discuss options for updating the HVAC system. <br /> 4. Minnetonka Beach Building Inspections <br /> Council discussed the request from Minnetonka Beach to provide additional zoning inspections as part of the <br /> current inspection agreement with Orono. Council directed staff to bring the amended Building Inspections <br /> Agreement, which will include certain types of zoning inspections, to the next Council meeting for formal <br /> approval. <br /> 5. Big Island Update <br /> Gaffron provided a summary of management activities related to Big Island Park that will be used as a basis <br /> for updating the MCWD Board at theirJune 17th meeting regarding the various decisions and choices that <br /> Orono has made over the past 3-4 years. Discussion included management activities, maintenance <br /> standards, permits, Big Island Institute communication and a draft ordinance. Council advised staff to bring <br /> the draft ordinance regarding regulations applicable to Big Island Nature Park to an upcoming Council meeting <br /> for adoption. <br /> 6. North Farm Road Sewer Request <br /> After discussing the North Farm Road neighborhood sewer request, Council suggested staff and the city <br /> engineer hold an informational neighborhood meeting to receive property owner input and determine the <br /> level of interest from the property owners. <br /> Page 1 of 2 <br />
