O <br /> MINUTES OF THE <br /> ORONO CITY COUNCIL WORK SESSION <br /> Monday, August 26, 2013 <br /> 5:30 p.m. <br /> Present: Mayor Lili McMillan, Council Members Kristi Anderson, Lizz Levang and Aaron Printup; <br /> representing Staff were City Administrator Jessica Loftus, Assistant City Administrator Mike <br /> Gaffron, and Finance Director Ron Olson. <br /> Finance Director Ron Olson presented factors for consideration in revenue and expenditures for the <br /> 2014 budget. He requested the Council's input on the preliminary budget in preparation for the <br /> September 9th meeting. Discussion ensued regarding specific spending items and the consensus of the <br /> Council was to pursue the following: <br /> • Employee compensation that has eight pay steps including a "target" wage based on a market <br /> survey which also utilizes lump sum payments and a maximum step. <br /> • Eliminating the ability to choose cash in the health insurance cafeteria plan. <br /> The City Council briefly discussed their 2014 goals. The top five goals were presented and they <br /> requested the list be expanded to ten goals. <br /> Chief Farniok requested direction on school bus parking on Bayview Place. The consensus was to add <br /> signage that states "No Parking— Bus Stop" to accommodate parents waiting for the bus. <br /> Mayor McMillan updated the Council on the LMCC subcommittee. She indicated an "Engagement <br /> Agreement" with Brian Grogan would be on the next agenda for legal services. <br /> Mike Gaffron requested Council feedback regarding whether there was any interest in pursuing <br /> purchase of two separate land parcels abutting Lurton Park. The owners of these parcels have <br /> approached the City prior to marketing them. The Council indicated that funding is not available and <br /> the City has other priorities for existing park funding. Gaffron also made Council aware of a separate <br /> road outlot parcel that is being quit-claim deeded to the City adjacent to Sugar Woods. <br /> The Council was presented with a proposal for an automated phone message that could be utilized by <br /> the front desk at City Hall.
