�~ <br /> �� <br /> MINUTES OF THE <br /> ORONO CITY COUNCIL WORK SESSION <br /> Monday,luly 22, 2013 <br /> 5:30 p.m. <br /> Present: Mayor Lili McMillan, Council Members Kristi Anderson, Lizz Levang and Aaron Printup; <br /> representing Staff were City Administrator Jessica Loftus, Assistant City Administrator Mike <br /> Gaffron, and Finance Director Ron Olson. <br /> Finance Director Ron Olson presented factors for consideration in revenue and expenditures for the <br /> 2014 budget. He requested the Council's input in the areas of spending cuts. Discussion ensued <br /> regarding specific spending items and the consensus of the Council was to pursue the following: <br /> � Reduce the septic fee and thereby revenue by$15,000 in 2014 and $15,000 in 2015. This will <br /> bring the fee into alignment with the cost of providing service. <br /> • Analyze the ability to structure cafeteria plan without a cash back option. Provide information <br /> on insurance options provided such as long-term and short-term disability, dental, life, etc. <br /> • Provide background material on 2010 election expenses. <br /> • Align the Golf Course Superintendent position to the match the golf season. <br /> • Consider options for road maintenance such as Street Improvement Districts. Printup noted his <br /> caution with street improvement districts using another form of what could be creative funding <br /> through fees on top of taxes we pay. <br /> The draft budget will be presented to the Council at the August work session. <br /> The City Council briefly discussed their 2014 goals. There was consensus that the following should be <br /> accomplished: <br /> • Maintain a flat levy for 2014 <br /> • Continue focusing on improvements to Navarre <br /> • Make Golf Course improvements <br /> • Identify road work and funding tools <br /> • Establish a Park Commission and Investment Committee <br /> A condensed version of the goals will be presented to the Council at the August work session. <br /> The meeting closed at 6:50 p.m. <br /> ATTEST: <br /> �- �'��C7 t d�-� �D P <�1 �J(.��_�.l�-.... <br /> Rachel Dodge, City Clerk Lili Tod McMillan, Mayor <br />
