� <br /> MINUTES OF THE <br /> ORONO CITY COUNCIL WORK SESSION <br /> Monday,April 22, 2013 <br /> 5:30 p.m. <br /> Present: Mayor Lili McMillan, Council Members Kristi Anderson, Cynthia Bremer, Lizz Levang and <br /> Aaron Printup; representing Staff were City Administrator Jessica Loftus, City Attorney Soren <br /> Mattick, Assistant City Administrator Mike Gaffron, Finance Director Ron Olson, Public Works <br /> Director/City Engineer lesse Struve, Building Official Lyle Oman and Building Inspector Willie <br /> Gibbs. <br /> The City Council received an update from the subcommittee that is exploring a direct franchise <br /> agreement with Mediacom. There was consensus that the committee should continue its work and <br /> should have Mediacom send the City a proposal. <br /> The City Council discussed a Septic Program report and asked questions of Building/Planning employees <br /> about operations. The consensus was to review the $60 septic fee in the fall when the full fee schedule <br /> is considered. <br /> Discussion ensued about "No Fault" Sanitary Sewer Backup Coverage. The City Council thought it was a <br /> good idea to provide this protection for residents at a $25,000 coverage amount and also mentioned <br /> including an educational piece in the newsletter regarding a sewer coverage rider on homeowners <br /> insurance. <br /> Public Works Director Struve presented background on a water restriction policy. Council concluded it <br /> should be analyzed further with the water system study being conducted this summer. The Council also <br /> noted that an article on the website and in the newsletter could educate residents on the efficient ways <br /> to water a lawn. <br /> Administrator Loftus noted a funding request from the City of Long Lake for an emergency gate installed <br /> in 2011. <br /> There were no comments regarding Information Update items. <br /> The meeting closed at 6:45 p.m. <br /> ATTEST: <br /> �_,a�-� 1�--� /�a�-� � ���� <br /> Rachel Dodge, City Clerk Lili Tod McMillan, Mayor <br />
