� <br /> MINUTES OF THE <br /> ORONO CITY COUNCIL WORK SESSION <br /> Monday, November 26, 2012 <br /> 5:30 p.m. <br /> Present: Mayor Lili McMillan, Council Members Doug Franchot, Aaron Printup and Council Members- <br /> Elect Kristi Anderson and Lizz Levang; representing Staff were City Administration Jessica <br /> Loftus,Assistant City Administrator for Long Term Strategy Mike Gaffron, Finance Director <br /> Ron Olson, Police Chief Correy Farniok, Public Works Director/City Engineer Jesse Struve, <br /> Bolton & Menk Engineer David Martini, and City Clerk Lin Vee <br /> Based on Council feedback from the October 22"d Council work session, Public Works Director Struve <br /> outlined changes made to the draft Capital Improvement Plan (CIP). Most of the changes were related <br /> to spreading expenditures evenly into future years. Engineer Martini reiterated that the CIP is to be <br /> used as a planning document and Council is not approving expenditures that are indentified in the CIP. <br /> Council will have an opportunity to review and update the CIP on an annual basis.
