ORONO PLANNING COMMISSION MEETING <br /> MINUTES FOR APRIL 19, 1999 <br /> ROLL <br /> IIThe Orono Planning Commission met on the above date with the following members present: <br /> Chair Elizabeth Hawn,William Stoddard, Dale Lindquist, and Janice Berg. Commissioner <br /> Charles Schroeder and Commissioner Sandra Smith arrived at 6:32 p.m. The following <br /> represented City Staff: Assistant Zoning Administrator Paul Weinberger, Senior Planning Coordinator <br /> Mike Gaffron, and Recorder Jackie Young. <br /> Chair Hawn called the meeting to order at 6:30 p.m. <br /> OLD BUSINESS <br /> 1. #2410 PETER BOYNTON, 1973 FAGERNESS POINT ROAD -VARIANCE/CONDITIONAL USE <br /> PERMIT <br /> Hawn noted that this item has been removed from tonight's agenda. <br /> 2. #2444 BRIAN AND SUSAN SCHEBLER, 1354 REST POINT CIRCLE -VARIANCE <br /> Weinberger that the Applicants had previously appeared before the Planning Commission at their <br /> March 15, 1999 meeting where the Applicants were requested to reduce hardcover on this property. <br /> City Staff recommends that the gravel parking area located on the north part of the property remain <br /> in that it is used for parking by the home owners and provides a snow storage area for the Public <br /> Works Department. The rock located around the driveway protects this portion of the property <br /> 11110 from erosion as much of the drainage in this area follows the slope and is a difficult area to maintain <br /> due to the steep slope that exists. <br /> Weinberger stated the Applicants have reduced the hardcover somewhat on this property, and <br /> hardcover in the 75-250'zone is 29.9 percent or 5,593 square feet, with the deck comprising 195 <br /> square feet. <br /> City Staff recommends approval of this application to allow an after-the-fact variance to permit a <br /> detached, ground level deck located on the lakeside of the residence. <br /> Schebler stated he has reviewed the survey and could possibly remove some hardcover which does <br /> not consist of gravel. <br /> Lindquist inquired how much of the 5,593 square feet is comprised of gravel in the 75-250'zone. <br /> Weinberger stated that the gravel comprises 720 square feet. <br /> Lindquist noted that 4,675 square feet is allowed under City Ordinance, with hardcover currently <br /> being at 4,775 square feet without the gravel. <br /> Schebler noted that they were told at the last meeting that the gravel should not be removed. <br /> It was the consensus of the Planning Commission that the gravel should remain. <br /> Schebler stated that there is some rock landscaping, patio blocks, and underlayment that could be <br /> removed to reduce the hardcover by an additional 50 square feet. <br /> Lindquist commented he does not have a problem with this application as presented tonight. <br /> III <br /> Page 1 <br />
