MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD MARCH 23, 1992 <br />ROLL <br />The Council met on the above date with the following members present: <br />Mayor Barbara Peterson, Councilmembers Gabriel Jabbour, Edward <br />Callahan, and J. Diann Goetten. Mary Butler was absent. The <br />following represented the City staff: City Administrator Ron Moorse, <br />Public Works Director John Gerhardson, Building & Zoning <br />Administrator Jeanne Mabusth, On -Site Systems Manager Stephen Weckman, <br />City Attorney Tom Barrett, City Engineer Glenn Cook, Police Chief <br />Stephen Sullivan and City Recorder Carole Haseman. Mayor Peterson <br />called the meeting to order at 7:02 P.M. <br />OATH OF OFFICE <br />Police Officer David McNichols did not appear for the oath of office. <br />( #1) YEAR %VIII CDBG FUNDING - <br />CONTINUED PUBLIC HEARING - 7:05 - 7:20 P.M. - <br />RESOLUTION #3100 <br />Mayor Peterson asked'for an update on the Community Development Block <br />Grant (CDBG) funds. <br />It was noted that the affidavit of publication was published for the <br />original hearing. <br />Moorse pointed out that the hearing had been continued to allow staff <br />to do some further research for the Council. One of the things looked <br />at since the last meeting was the 15% cap on allocation of funding for <br />public service -type activities. There is a 15% cap on the total CDBG <br />allocation to the County but that allocation is so large that our <br />little bit of it, if we go over 15% of our specific allocation, is not <br />going to have a huge impact on whether the whole County is still <br />within that 15% cap. <br />Goetten asked if Moorse was advocating funding for "C" (referring to <br />Moorse's memo of 3/20/92) or not? <br />Moorse answered that it was possible to do.so without having a <br />substantial impact. <br />Goetten commented that this increase is 100 %. <br />Moorse explained that in his Memo of 3/20/92 he showed letter "C" <br />because the Interfaith Outreach group had a request for $2,000.00 to <br />match a grant. <br />I <br />Goetten added that they all had an opportunity to use a $1,000.00 last <br />year, two used it and one didn't. Regarding the 3/20/92 memo she <br />questioned the options and wanted to use some funds for the Park. <br />Mayor Peterson asked for comments from the public regarding this item, <br />hearing none, she closed the public hearing. <br />1 <br />
