Sec.13.04 RIGHTS OF SUB.TECTS OF DATA , '
Subd. 1. Type of data. The rights of individual on whom the data is stored or to be stored shall be as set forth in this section. '
Subd.2. Information required to be given individual. M individual asked to supply private or confidential data concerning himself
shall be informed of: (a)the purpose and intended use of the requested data within the collecting state agency,political subdivision,or scatewide
system;(b)whether he may refuse or is IegaUy required to supply the requested data; (c)any known consequence arising from his supplying or
refusing to supply private or confidenrial data;and(d)the identiry of other persons or entides authorized by state or federal law to receive the data.
This requirement shall not apply when an individual is asked to supply investigative data, pursuant to section 13.82, subdivision 5, to a law
enforcement officer.
The commissioner of revenue mav nlace the notice required under this subdivision in the individual income tax or arovertv tax refund
instructions instead of on those forms.
Subd. 3. Access to data by individual. Upon request to a responsible authority, an individual shall be informed whether he is the
subject of stored data on individuals, and whether it is classified as public,private or confidential. Upon his further request,an individual who
is the subject of stored private or pubiic data on individuals shall be shown the data without any charge to him and, if he desires, shall be informed
of the content and meaning of that data. Afrer an individual has been shown the private data and informed of its meaning, the data need not be
disclosed ro him for six months thereafter unless a dispute or action pursuant to this secrion is pending or additional data on the individual has been
collected or created. The responsible authority shall provide copies of the private or public data upon request by the individual subject of the data.
The responsible authoriry may require the requesting person to pay the actual costs of making,certifying,and compiling the copies.
The responsible authoriry shall comply immediately,if possible,with any request made pursuant to this subdivision,or within five days
of the date of the request,excluding Saturdays,Sundays and legal holidays, if immediate compliance is not possible. If he cannot comply with
the request within that time, he shall so inform the individual, and may have an additional five days within which to comply with the request,
excluding Saturdays, Sundays and legal holidays.
Subd.4. Procedure when data is not accurate or complete. An individual may contest the accuracy or completeness of pubiic or
private data conceming himself. To exercise this right,an individual shall notify in writing the responsible authority describing the nature of the
disagreement. The responsible authority shall within 30 days either: (a)correct the data found to be inaccurate or incomplete and attempt to notify
past recipients of inaccurate or incomplete data,including recipients named by the individual;or(b)notify the individual that he believes the data
to be correct. Da[a in dispute shall be disclosed only if the individual's statement of disagreement is included with the disclosed data.
The determinadon of the responsible authoriry may be appealed pursuant to the provisions of the administrative procedure act relating
to contested cases.

310.9.1 Smoke detectors.
• 310.9.1.1 General. Dwelling units, congregate residences and
hotel or lodging house guest rooms that are used for sleeping pur-
poses shall be provided with smoke detectors. Detectors shall be
installed in accordance with the approved manufacturer's instruc-
tions.
� 310.9.1.2 Additions, alterations or repairs to Group R Occu-
pancies. When the valuation of an addition,alteration or repair to a
Group R Occupancy exceeds $1,000 and a permit is required, or
when one or more sleeping rooms are added or created in existina
Group R Occupancies,smoke detectors shall be installed in accor-
dance with Sections 310.9.13,310.9.1.4 and 310.9.1.5 of this sec-
tion.
EXCEPTIOY: Repairs to the exterior surfaces of a Group R Occu-
pancy are exempt from the requuements of this section.
310.9.1.3 Power source. In new construction, required smoke
detectors shall receive their primary power from the building wir-
ing when such wirino is served from a commercial source and shall
be equipped with a battery backup.The detector shall emit a signal
when the batteries are low Wiring shall be permanent and without a
disconnecting switch other than those required for overcurrent pro-
tection. Smoke detectors may be solely battery operated when in-
stalled in existing buildings; or in buildings without commercial
power; or in buildings which undergo alterations,repairs or addi-
tions regulated by Section 310.9.1.2.
, 310.9.1.4 Location within dwelling units. In dwelling units, a
detector shall be installed in each sleeping room and at a point cen-
trally located in the corridor or area giving access to each separate
sleepino area.When the dwelling unit has more than one story and �
in dwellings with basements, a detector shall be installed on each
story and in the basement.In dwelling units where a story or base-
ment is split into two or more levels, the smoke detector shall be
installed on the upper level,except that when the lower level con-
tains a sleeping area, a detector shall be installed on each level.
When sleeping rooms are on an upper level, the detector shall be
placed at the ceiling of the upper level in close proximity to the
stairway.In dwelline units where the ceiling height of a room open
� to the hallway serving the bedrooms exceeds that of the hallway by
24 inches(610 mm)or more,smoke detectors shall be installed in
the hallway and in the adjacent room. Detectors shall sound an
alarm audible in all sleeping areas of the dwelling unit in which
they are located.
