I enclose a letter from Mr. Edward Hamm, one of the Orono taxpayers. I also
enclose a copy of my reply to Mr. Hamm. You will see that the letter reached me at the
end of December and unfortunately I was not able to deal with the matter during my
tenure. I know, however, that the new Mayor and you will deal with the matter in every
way which is proper.

Dear Mr. Hamm:
I have in hand your letter December 15th which is forwarded to me from the City
on December 27th, a date at which for all practical purposes my term as Mayor of Orono
had ended. As a result, other than forwarding your letter to the new Mayor, it is beyond
my ability either to act, or indeed, influence action on your problem.
I do sympathize with your complaints, and I am sure that the City will give it
serious consideration and do their bests to satisfy you. Unfortunately, in recent years,the
State of Minnesota has inserted itself into the septic system problems of the City in ways
which you move down from our control.
