I have the existing 964.8 contour in red through the house and labeled to the north of the house. I also have the existing 963.8 contour in purple, hoping that we can count that foot of fill to bring it up to a finished grade of 964.8. I also have the perimeter calculations next to the proposed elevation table.A thought that I had going through this process was do I have to account for the common wall between the garage and basement as part of the perimeter?This area will not be exposed anyway and if do not have to account for it then I will end up with 86' in the ground (52.1%) and 79' out of the ground (47.9%). A basement shall be considered as a story for purposes of determining the number of stories in a building, when the finished surface of the floor above the basement is more than six feet above the existing ground level for more than 50 percent of the basement's perimeter. The perimeter of the basement does not include portions of the house or garage that do not have a lower level but are merely "unexcavated". Artificially raising the grade adjacent to the foundation of a structure (by filling or by a combination of filling and retaining walls) above the surrounding natural terrain shall not be allowed as a method for converting a defined story to a defined basement, regardless of any other benefits to the property of such actioninished grade that increases more than one foot from existing ground level shall be considered as artificially raising the grade.
