Strommen Executive Director JAN 2 3 1991 Lake Minnetonka Conservation District 402 East Lake Wayzata MN 55391 Dear Mr. Strommen: Following our meeting last June 14, 1990, you assured me the permit for Windward Marina was only temporary due to extremely mitigating circumstances . The lake level determination was made in February '90 when the water was at its lowest level and there was essentially no snow cover. Just after that determination, the level, of lake increased and was substantially improved by summer. You assured me that that permit would not need to be extended with the increased water level . That level has increased and has been sustained throughout the season. So it would be assumed that Windward Marina will not be permitted an extention this year. You also assured me that if there would be any need for an extention of their permit, you would notify me prior to approval . As you witnessed last June and photographed, the visual impact on my street is significant. At that time I gave you photos of previous summers to note the change and put in Windward Marina 's file . This is a serious issue for my neighbors and me . We expect your commitment of last summer to be upheld and that there would be a hearing for us to attend before passing any extentions , temporary or otherwise , to Windward Marina.
