**NOTE CHANGE** Before scheduling an exterior insulation and/or drain tile inspection, a
foundation as-built survey must be submitted and approved by the City or a Stop Work order
will be issued.
Schedule a minimum of one hour for the framing inspection.
Erosion control mechanisms must be installed and inspected by the City prior to any land
disturbing activities. The contractor must provide a minimum of a 24 hour notice prior to
inspection.
Erosion control shall be installed and maintained throughout the entire project and must Q�

commencement of hauling from the site.The property owner shall be responsible for cleaning

In the event of winter or other extended unfavorable weather conditions (which prevent the
completion of the exterior improvements and/or as-built survey) a Temporary Certificate of
Occupancy(TCO) may be necessary. A TCO requires a $10,000 escrow.
Advisory Comments
Any changes to the exterior/landscaping improvements, i.e. patios,grading, sidewalks, retaining
walls, etc. not currently shown on the approved survey and landscaping plan will require a
separate Zoning Permit application to be submitted and approved prior to the work
commencing.
Any retaining walls that are over 4-feet in height or tiered walls not separated by twice of the
height of the lower wall require engineered plans and a building permit to be submitted and
approved prior to construction.

Following up on the February 29,2016 letter(copy enclosed),the City received an updated survey dated 3-1-16. Staff
conducted a review of the updated survey and notes Items 1(a) and 1(c) have been addressed, thank you. Please
address the following items from the February 26,2016 Bolton&Menk,Inc.letter(copy enclosed)and submit two full-
size copies of an updated survey for our review:
1. Show the location of the biolog ditch checks that must be installed on the swale south of the proposed house
leading to rain garden#1.
2. Show the location of the erosion control blankets that must be installed on 3:1 slopes.
3. Show the location and provide detail pertaining to the turf reinforcement mat that must be installed on the
rain garden weir outlets.
4. Show the location of the riprap that must be installed on the downstream end of the proposed culvert on the
northwest corner of the large wetland.
5. Note on the survey that trashguards will be installed on all storm sewer aprons.
6. It is highly recommended the proposed HDPE culverts draining to rain garden#2 under the proposed driveway
should be installed as RCP. Lack of cover may result in crushing of the HDPE pipe and fluctuating water levels
in the rain garden may result in floating of the HDPE pipe ends.

While we continue to review the building plans, please note:

approved by the City before a building permit will be issued.
2. Minnehaha Creek Watershed District(MCWD). A copy of the MCWD permit for the subdivision was submitted
with the building permit. Please contact the MCWD directly at 952-471-0590 pertaining to an erosion control
permit for your proposed building permit application. Please note,the City of Orono will not issue a building
permit without a copy of the MCWD permit or documentation stating the proposed project does not trigger
any of their permitting requirements.
3. National Pollutant Discharge Elimination System(NPDES). Provide a copy of the NPDES permit. Please note,
the City of Orono will not issue a building permit without a copy of the NPDES permit.

On February 5,2016 the City received a building permit application for a new single family home. Staff conducted a
preliminary review based on the information provided and recommends the following items be submitted or revised In
order for your application to be considered complete and for the plan review to continue:
1. Certificate of Survey. Attached is a copy of the engineering review letter dated February 26, 2016. Please
address the engineers comments plus the following and submit two updated full-size copies for our review:
a. Top of Foundation. The top of foundation elevation IS NOT shown on the survey. Please have the
surveyor call out the top of foundation elevation as well as shown the point or spot where the top of
foundation elevation Is in reference to. Please note,we expect the location to be consistent when
submitting the foundation as-built survey.
b. As noted in the November 23,2015 engineering review letter(copy attached)please submit a copy of
the National Pollutant Discharge Elimination System(NPEDS)permit for our records.
c. The driveway location as currently proposed does not appear to meet the 20' setback from the
absorption area. Please have the driveway location modified to comply with the septic ordinance.
A copy of the City's survey requirements is attached.
2. Driveway. Due to the 1,500 foot driveway length,for emergency access the driveway must be Installed and
approved by the City before a building permit will be issued.
3. Landscape Plan. Prior to the issuance of the building permit a landscape plan must be submitted showing all
the proposed exterior/landscaping improvements,i.e.patios,grading,sidewalks,retaining walls,etc. The plan
should include the name of the Individual performing the work. The landscape plan should match what is
shown on the survey.
4. Future Barn Site. According to City Code Section 78-1434 (copy attached) an accessory structure cannot be
located between the principal structure and the road (front of the property). In the future a variance will be
required prior to the construction of the barn if the same location is desired. The future barn will be red lined
on the proposed building permit survey.

Dear Christine:
As requested,we have completed an engineering review of the documents submitted for the above
referenced project. We offer the following comments for your consideration:
1. Perimeter erosion control measures(i.e.siltfence,rock entrance)and protection fencing around
septic sites should be installed by the Contractor and inspected by the City prior to any other work.
Contractor must provide minimum 24 hour notice prior to inspection.
2. Work in public right-of-way should be coordinated with the City. Contractor should provide
minimum 24 hour notice prior to work.

On February 5, 2016 the City received a building permit application for a new single family home. Staff conducted a
preliminary review based on the information provided and recommends the following items be submitted or revised in
order for your application to be considered complete and for the plan review to continue:
1. Certificate of Survey. Attached is a copy of the engineering review letter dated February 26, 2016. Please
address the engineers comments plus the following and submit two updated full-size copies for our review:
a. Top of Foundation. The top of foundation elevation IS NOT shown on the survey. Please have the
surveyor call out the top of foundation elevation as well as shown the point or spot where the top of
foundation elevation is in reference to. Please note, we expect the location to be consistent when
submitting the foundation as-built survey.
b. As noted in the November 23,2015 engineering review letter(copy attached)please submit a copy of
the National Pollutant Discharge Elimination System(N ) permit for our records.
c. The driveway location as currently proposed does not appear to meet the 20' setback from the
absorption area. Please have the driveway location modified to comply with the septic ordinance.
A copy of the City's survey requirements is attached.
2. Driveway. Due to the 1,500 foot driveway length,for emergency access the driveway must be installed and
approved by the City before a building permit will be issued.
3. Landscape Plan. Prior to the issuance of the building permit a landscape plan must be submitted showing all
the proposed exterior/landscaping improvements,i.e.patios,grading,sidewalks,retaining walls,etc. The plan
should include the name of the individual performing the work. The landscape plan should match what is

4. Future Barn Site. According to City Code Section 78-1434 (copy attached) an accessory structure cannot be
located between the principal structure and the road (front of the property). In the future a variance will be
required prior to the construction of the barn if the same location is desired. The future barn will be red lined
on the proposed building permit survey.

5. Minnehaha Creek Watershed District(MCWD). A copy of the MCWD permit for the subdivision was submitted
with the building permit. Please contact the MCWD directly at 952-471-0590 pertaining to an erosion control
permit for your proposed building permit application. Please note,the City of Orono will not issue a building
permit without a copy of the MCWD permit or documentation stating the proposed project does not trigger
any of their permitting requirements.
6. Separate City Permits Required for:
a. Septic

1. Drainage and Utility Easements should be revised as necessary to cover all sewer required to convey
stormwater runoff. It appears that additional easements are necessary for the culvert on the northwest
side of Lot 1,the culvert on the west side of Outlot B, and the culvert on the east side of Outlot B.
2. Perimeter erosion control measures should be installed by the Contractor and inspected by the City prior
to any work. Contractor must provide minimum 24 hour notice prior to inspection.
3. The applicant may be required to obtain Minnehaha Creek Watershed District(MCWD) approval and
permitting for their Erosion Control,Wetland Protection,Waterbody Crossings&Structures,and
Stormwater Management Rules. A copy of any approvals or permits required should be submitted prior
to final approval.
4. The applicant may be required to obtain a General Construction Permit(NPDES)to discharge
stormwater associated with construction activity if more than 1 acre is disturbed. A copy of the permit
should be submitted prior to any land disturbing activity.
5. The applicant will be required to submit a Maintenance Agreement for all stormwater management
structures and facilities. The agreement should define maintenance responsibilities following completion
of project,specify types and frequencies of inspection and maintenance activities, and designate who will
conduct inspection and maintenance activities.

(3) Any oversize accessory structure shall be subject to the following conditions:
a. No such accessory structure shall be located within a required yard area (principal
structure setbacks must be met). Further, no such structure shall be nearer the front lot
line than the front line of the principal residence on the property, and no such accessory
structure shall be located less than 30 feet from the side or rear lot line regardless
whether less strict principal structure setbacks apply.
b. The maximum height for such accessory structure shall be 30 feet or the defined height of
the principal residence structure on the property,whichever is less.
c. Such structure shall be allowed only when the property owner agrees and covenants in
writing with the city as follows:
1. No future subdivision will be approved that places the structure within a lot that has
no principal structure, except that the city in its subdivision approval may grant a
finite time period in which the oversized accessory structure may remain without a
principal structure, in order that a principal structure may be constructed.At the end
of this time period,the oversized accessory structure must be removed if no principal
structure has been constructed.
2. If the property is subdivided,the oversize accessory structure and principal structure
will be located together within a lot that meets the minimum lot area requirement for
the given size of accessory building.
3. In subdivision approval,the setback required for the oversize accessory structure
shall remain.
Such covenant shall be binding on current and future property owners and shall be filed
in the chain of title of the property.
