Pursuant to Minnesota Statutes Chapter 103D, and on the basis of statements and information
contained in the permit application, correspondence, plans, maps, and all other supporting data
submitted by the applicant, and made a part hereof by reference, PERMISSION IS HEREBY
GRANTED to the applicant named below for use and development of land in the Minnehaha
Creek Watershed District.

This permit is not transferable without District approval, and is valid to the date of expiration. No
activity is authorized beyond the expiration date. If the permittee requires more time to complete
the project, an application for renewal of the permit must be received by the District at least 30
days before expiration.
The applicant is responsible for compliance with all District Rules and for the action of their
representatives, contractors, and employees.
Conditions: Project to be completed as described in plans submitted to the
MCWD office on March 29th, 2018 according to the provisions of this permit.
• Properly install and maintain all required erosion control measures until the
disturbed areas are re-stabilized
• Notify MCWD in writing upon completing installation of perimeter and
sedimentation controls
• When the site is re-stabilized and the MCWD staff has performed a final
inspection, all perimeter control must be removed

Inspection/Analysis/Monitoring Fees
A site inspection and monitoring by District staff will be performed where the activity involves:
• a commercial/industrial/multi-family residential development
• a single family residential development greater than 5 acres or of any size if within the
Minnehaha Creek subwatershed
• any alteration of a floodplain or wetland
• dredging within the beds, banks or shores of any protected water or wetland
• a violation
• any project which in the judgment of the District staff should be inspected due to project
location, scope, or construction techniques
In these cases, the applicant shall pay to the District a fee equal to the actual costs of field
inspection of the work, including investigation of the area affected by the work, analysis of the
work, and any subsequent monitoring of the work, which in the case of a violation shall be at
least $35.

Hi Christine,
Yesterday I was able to send them conditional approval, but have not issued the actual permit yet.There were plans and
comments sent back and forth regarding this single family home and (specifically)the property's rain gardens since mid-
February.Therefore they don't have approval, and have not been issued the permit. Once they repay the engineering
fees associated with the review of the project, I can approve and issue them the permit; at which point I figured I would
send you the plans and CC you on the approval.

Dear Mr.Juvrud,
Thank you for submitting an application for a Minnehaha Creek Watershed District(MCWD) permit for Erosion
Control located at 1180 Hunter Drive, Orono.The initial application was received on January 16th, 2018 and
resubmittals were received on February 17th, March 13th, 19th, and 29th, 2018.After revisions to the plans
initially submitted,the application is approved with the following conditions:
- Reimbursement for engineering fees(see attached invoice)
Once the above mentioned materials have been submitted and all permit conditions have been met,staff will
issue the permit. You are reminded that work on the project cannot begin until the permit has been issued.
The approval expires one year from the date of this letter. If final municipal approval of the project results in
changes to the project you must submit revised plans to the MCWD for review.

RE: MCWD Permit Application #18-057: 1180 Hunter Drive, Orono
Dear Mr.Juvrud,
Thank you for submitting an application for a Minnehaha Creek Watershed District permit for Erosion Control
located at 1180 Hunter Drive in the City of Orono. The application was received on January 16th, 2018, with
submittals on February 17th, 2018.
After review of the application materials submitted,the proposed project triggers the District's Erosion Control
and Stormwater Mangement rules. Based on additional information needed,the application is incomplete.
Additional information is required to complete the application and is outlined below.
Please submit the following information:
Stormwater Management:
The District's Stormwater Management rule is triggered by the subdivision of a parcel of one acre or more in size
into three or more lots. Although single family homes are exempt from the stormwater management rule,this
lot is a part of the Mooney Lake subdivision permitted under MCWD Permit 15-445.The raingardens on the
approved subdivision plan differ from the raingardens on the proposed plans for 1180 Hunter Drive, and
therefore, conformance with the Stormwater Management rule must be demonstrated.The original subdivision
was required to provide phosphorus, rate, and volume control for the entire site's impervious surface.This lot
will therefore be required to provide that treatment for the impervious surface on the lot. Engineering review
will be required for the stormwater facilities, and the applicant will be required to reimburse the District for
engineering costs.To demonstrate conformance with the Stormwater Management rule, please provide:
1. Site plan, including:
a. Extent of curb on each side of the driveway
b. Location of proposed curb cut to raingarden
c. Required pretreatment between driveway and west raingarden
As we review your submittals, we may find the need to request additional information,and will so inform you.
Please be advised that MCWD will retain the application and supporting materials submitted for one year from
the date of this letter. After that, the application will be closed and a new application and supporting materials
