I reviewed the plan set and offer the following comments. 1. The grading plan does not appear to show and grading. There are a number of retaining walls shown whose top and bottom elevations do not appear to correspond to the nearby contour lines.The plan provided appears to be on scanned image of a survey. 2. Walls 4' or greater in height must be designed by a licensed professional engineer,and plans must be submitted to the City for review prior to the approval of the permit. 3. The plan shows a "Haul Road". A construction entrance must be constructed,then removed once the project is over and the city ROW restored after it is removed. The Haul road is depicted as crossing the property boundary.All work and disturbance should be on the subject property. Alterations of the neighboring property must be approved by the property owner. 4. The silt fence is shown crossing the property line. It should be contain on the subject property. Adam Adam T. PROJECT: Pool Cover Safety Tests ATTN: Kelly Ragsdale 66 East 3335 South Salt Lake City, Utah 84115 DATE: August 19, 1993 OUR REPORT NO.: 706-30110-001 On August 16, 1993, Professional Service Industries was contacted by Cover-Pools, Inc. and asked that PSI review ASTM Standard F 1346-91 to see if tests performed by PSI in May and June of 1990 meet the standard performance specification of ASTM F1346-91. The standard was reviewed, and tests performed by PSI meet the requirements of ASTM F1346-91. The following is a report issued by PSI to Cover Pools, Inc. are of Pool Cover Safety tests which meet the criteria of ASTM F1346-91 (formerly ASTM ES13). On May 31, 1990, a representative of Professional Service Industries was at the Corporate Offices of Cover-Pools, Inc. located at 69 East 3335 South, Salt Lake City, Utah 84115, to perform safety requirements tests on Cover-Pools, Inc., Save-T-Cover II safety covers. The safety tests performed were in accordance with ASTM ES 13, Emergency Standard Performance Specification for Safety Covers and Labeling Requirements for all covers for Swimming Pools, Spas and Hot Tubs. A 16' x 32' pool was located at the Corporate Offices of Cover-Pools, Inc. The pool was equipped with an under track Cover-Pool safety cover and top track (universal) Cover-Pool safety cover. The tracking systems were connected to a redwood deck, with the connections at two feet on center along the length of the deck. The safety cover fabric used in the under track system had a physical property of 16.2 oz/sq. yd. The safety cover fabric used in the top track system had a physical property of 13.2 oz/sq. yd. STATIC LOAD TEST The static load test was conducted on both Cover-Pool safety covers in accordance with section 9.1 of ASTM ES 13. The weights used were weighed using a calibrated scale which is traceable to the National Bureau of Standards. The three weights used each had an area of one square foot. One weight weighed 51.0 lbs., one 210.1 lbs. and one 226.3 lbs. The total weight used for the static load tests was 487.4 lbs. Three points were tested for static load on each Cover-Pool safety cover. The locations of the three points are as follows: 4' from the end of the pool in the center. 10' from the end of the pool in the center and in the center of the pool. Both Cover-Pool safety covers met the performance requirements for the static load test as outlined in ASTM ES 13 section 7.1. 2955 South West Temple Street • Salt Lake City, UT 84115 • 801/484-8827 • Fax 801/487-3312 • PERIMETER DEFLECTION TEST The perimeter deflection test was conducted on both Cover-Pool safety covers in accordance with section 9.2 of ASTM ES 13. With a 50 lb. weight placed 4' from the edge of the pool on top of the safety cover, the test object was unable to pass through any opening at the perimeter of the pool. Both Cover-Pool safety covers met the . performance requirements for the perimeter deflection test as outlined in ASTM ES 13 section 7.2. SURFACE DRAINAGE TEST On June 12, 1990, the surface drainage test was conducted on a Cover-Pool safety cover which was installed on a local private pool. The tracking system was an under track system. The pool dimensions were 14.17'x42.5'• The surface drainage test was conducted in accordance with ASTM ES 13 section 9.3. Water was applied evenly at a rate of 11.7 gpm per 1000 sq. ft. A small sump pump, with discharge capacity of 20 gpm, was placed at one end of the safety cover with the discharge hose snaking the length of the pool, on top of the safety cover, and discharging at the opposite end from the pump. The water was applied for 30 minutes with the pump on and in place. The water was then shut off and the pump was allowed to run for an additional 30 minutes. • The test mannequin (Timmy) was then placed upon the safety cover. At the end of 3 minutes after placing Timmy upon the safety cover, an unsafe amount of water as described in ASTM ES 13 section 9.3.1 did not exist. The Cover-Pool safety cover met the safety requirements as outlined in ASTM ES 13 section 7.3. All safety covers and equipment tested were standard as provided by Cover-Pools Inc.
