Your application is incomplete. The following items must be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Certificate of Survey. Please provide two copies of a full size certificate of survey which meets all of the City's survey standards (enclosed) indicating the location of the proposed exterior expansions (and any proposed grading). a. Natural Environment Lake. Please note the property is located adjacent to the south basin of French Lake. French Lake is classified as a Natural Environment Lake by the DNR which has a 150'structural setback requirement from 930.0' Ordinary High Water Level (OHWL) elevation. Please show this elevation on the survey. b. Average Lakeshore Setback. It appears there is one adjacent lakeshore lot to the north, determination of the average lakeshore setback is based on the distance of the property to the north from the OHWL. 2. Wetlands. Based on our available information, it appears there is a wetland within the subject property. This wetland appears to be located within 150 feet of the proposed project. Because Orono City Code requires a 35-foot setback from any wetland for structures or hardcover,the location of the wetland must be indicated on the survey. Setbacks must be verified with wetland delineation information. Level 2 Delineation is required. A Level 2 delineation shall include the exact surveyed boundary of the wetland shown on the certificate of survey. 3. Hardcover Calculations. The property is located in Tier 1 of the Stormwater Quality Overlay District. Please have the surveyor prepare hardcover calculations, showing existing and proposed hardcover. Attached is a copy of our hardcover information packet. 4. Ownership. The property owners on the application do not match the property owners on Hennepin County's website. Please submit documentation showing ownership. 5. Escrow & Escrow Agreement. Permits involving grading and/or review by the City's engineer require submittal of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control and stormwater. The required escrow amount for this project is$2,500. The escrow agreement is enclosed. The property owner must sign the escrow agreement and submit a check for$2,500. The size of the pool; and 2. Whether or not it's considered a lakeshore lot or a property abutting a wetland. The property is zoned RR-1B which has 50'front and rear&30'side setback requirements for principal structures. A pool over 1000 sf must meet the principal structure setbacks. A pool sized between 750 s.f. — 999 s.f. a 15'setback is required. But The south basin of French Lake is classified as a Natural Environment lake by the DNR which has a 150'structural setback requirement from the 930.0'OHWL elevation.It appears that there is one adjacent lakeshore lot to the north... determination of the average lakeshore setback line is based on the distance of the property to the north from the OHWL. Where was the pool to be located? East of the house? I'm sorry that I haven't looked to see if we have a survey in the file. We're pretty overwhelmed right now dealing with residents with water, slope failures, etc but I wanted to respond to your email quickly.... therefore I'm responding to your email during tonight's City Council meeting. :( I did attach a map I created which has a topography overlay.... it doesn't look to me, based on this map, that the 930.0 OHWL lake elevation reaches the property... but a survey would be necessary to more accurately make this determination. The City's wetland setback is 35'from the delineated wetland edge for all structure and hardcover OR— 10'feet from a required or established wetland buffer(whichever is greater). If it's a wetland the average lakeshore setback doesn't apply. The first step is to determine if the property is considered lakeshore or wetland. Hope this was of some help to you... Your application is Incomplete. The following items must be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Certificate of Survey. Please provide two copies of a full size certificate of survey which meets all of the City's survey standards (enclosed) indicating the location of the proposed exterior expansions (and any proposed grading). a. Natural Environment Lake. Please note the property is located adjacent to the south basin of French Lake. French Lake is classified as a Natural Environment Lake by the DNR which has a 150' structural setback requirement from 930.0' Ordinary High Water Level (OHWL) elevation. Please show this elevation on the survey. b. Average Lakeshore Setback. It appears there is one adjacent lakeshore lot to the north, determination of the average lakeshore setback is based on the distance of the property to the north from the OHWL. 2. Wetlands. Based on our available information, it appears there Is a wetland within the subject property. This wetland appears to be located within 150 feet of the proposed project. Because Orono City Code requires a 35-foot setback from any wetland for structures or hardcover,the location of the wetland must be indicated on the survey. Setbacks must be verified with wetland delineation information. Level2 Delineation is required. A Level 2 delineation shall include the exact surveyed boundary of the wetland shown on the certificate of survey. 3. Hardcover Calculations. The property is located in Tier 1 of the Stormwater Quality Overlay District. Please have the surveyor prepare hardcover calculations, showing existing and proposed hardcover. Attached is a copy of our hardcover information packet. 4. Ownership. The property owners on the application do not match the property owners on Hennepin County's website. Please submit documentation showing ownership. 5. Escrow & Escrow Agreement. Permits involving grading and/or review by the City's engineer require submittal of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control and stormwater. The required escrow amount for this project is$2,500. The escrow agreement is enclosed. The property owner must sign the escrow agreement and submit a check for$2,500.
