We offer the following observations;comments and recommendations for your consideration. 1. I reviewed the wetland boundary and the buffer area in the field on August 30,2012 and agree with the wetland boundary as marked. 2. The proposed construction has the potential to adversely impact the wetland which will trigger the wetland protection llordinance requirements.Therefore,the following should be considered: a. This wetland is listed as a"management 3"wetland in the MCWD's Functional Assessment of Wetlands inventory,which requires a 16.5 foot buffer per City code. b. Turf grass and yellow foxtail were found in the wetland buffer area and are considered to be invasive pl t species. Any invasive plant species found within the buffer area must be removed. In areas where turf is removed,native vegetation will need to be established. MnDOT seed mix 350 is recommended for upland buffer areas. A Vegetation Management Plan,including methods for removal and control of all invasive plants and a schedule of native vegetation establishment,should be submitted for review. c. Wetland B ffer markers should be placed at the upland boundary of the buffer edge located at lot lines ani changes of buffer edge direction and spaced a maximum 200 feet apart. d. We are fortunate to have worked with thousands of clients on a wide variety of projects in both the public and private sectors throughout the Upper Midwest. The PRI staff currently consists of 45 full-time professionals and about an equal number of seasonal employees which operate out of six Minnesota locations. Most of the staff has B.S. degrees in natural resource related fields such as biology, forestry, horticulture or wildlife. Establishing a native landscape in this area will provide a long term, ecologically sound landscape that is adapted to the existing conditions of the site. This native landscape will not require irrigation, black dirt or other soil amendments. It will add a distinctive look to the property as well as provide valuable habitat for songbirds and butterflies. 2. The project area remains the same as described in the project description from Bolton and Menk andGraham Environmental Services. The wetland buffer will extend approximately 330' north to south on the eastern edge of the existing delineated wetland and extend 16.5' in width easterly from the delineated wetland. Creating a wetland buffer 5,445 sf in size. i. Bolton and Menk specified a MNDOT 350 seed mix. With theirs and the cities approval, we would like to recommend the PRI mixed height grass and flower seed mix as an approved substitute 3. To establish this planting, the site will be treated with herbicide to kill existing weeds, burned, and harrowed to provide a smooth seedbed, seeded with native grasses and wildflowers, and mulched with straw to protect the seeding and enhance germination. 2 i. Assuming that the weather remains typical of a Minnesota fall this project can still be completed in the fall of 2012. However, if extenuating circumstances occur, the project may be delayed into spring of 2013. 4. As an Option, native wildflower and grass plugs will be planted to enhance the diversity and aesthetics of the project. C. Site preparation: 1. Upon approval of this proposal, the western edge (approximately 1'-3') of the wetland buffer will either be mowed or sprayed to prevent any more noxious weeds from going to seed and dropping in the restoration area. 2. Currently, the lawn grass is too short to accept any herbicide. The wetland buffer area will need to be un-mowed for approximately three weeks prior to any herbicide application. 3. This fall, apply Rodeo® and Garton 3A® herbicide as per manufacturer's directions to the actively growing vegetation in the project area. Allow a minimum of 14 days before disturbing the vegetation with other procedures. 4. Re-spray any areas that remain green with Rodeo® and Garton 3A® herbicide as per manufacturer's directions to the actively growing vegetation in the project area. Allow a minimum of 14 days before disturbing the vegetation with other procedures. 5. Burn off the dead vegetation by implementing a controlled burn using appropriate procedures, equipment and permits. 6. Harrow or rake the soil to create a firm, smooth seedbed. D. Seed and Seeding: 1. Seeding dates shall be in the spring or summer before August 10th or in the fall between September 20th and freeze-up. 2. Once the soil has been prepared, the grass seed will be hand broadcast throughout the project area. 3. A raking will follow to incorporate the seed into the soil. 4. Following the raking, flower seed will be hand sown on top of the soil. No additional raking is required. 3 5. Management: 1. Management (maintenance) plays a vital role in the eventual success of any native landscape installation, especially during the establishment period. 2. During the first growing season the project area may need to be mowed to control annual weed development. If a "closed" canopy of weed cover develops, it should be mowed to aid in the growth of the prairie seedlings by reducing competition. Mowing may also be necessary if the weeds are about to set seed. Optimum cutting height, depending on the wildflower species present, is typically 4 to 6 inches. Mowings done by PRI will be billed separately unless they are included as part of the installation contract. 3. In years following the first growing season, management services could include site monitoring, prescribed burning, mowing, spot spraying, spot mowing, herbicide wicking or hand weeding. PRI provides estimates for management services on an annual basis prior to the growing season. Most of these services are billed on a time and materials basis and the annual estimates are not exceeded without client approval. Some services such prescribed burning are provided as a lump sum cost. A summary of billing rates and materials costs will be provided with the estimate. 5 H.
