Code Issues
1. The issue of whether a conditional use permit would be required for the use was
resolved by Tom Barrett, City Attorney. It was his opinion that as long as the
City was leasing property from school for a greater than ten year period of time
that the use would be considered a City permitted use. If the ball fields were to
be under the authority of the School District, a conditional use permit would have
been required. The City shall approve all improvements to the property and it
is not clear, as I do not have a copy of the lease, whether the school will require
review and approval of the plan. It is my understanding that the only
communication with the adjacent neighbors has been through a written
notification. It would be my recommendation that a public information meeting
be scheduled before the Park Commission so that adjacent neighbors receiving
any potential impact can review improvement plan.
Review of RR-1B Standards
The proposed 20'x24' structure will function as a concession stand and support structure
for the score board. The structure is located 200'+ fromall Ines. The zoning district
requires a minimum 50' setback. The structure is 16' in 1 g�. The code would allow 30'.
The baseball fields adjacent to County Road 6 are located 60' from the street lot line. In order
to discourage illegal access from County Road 6 to field area, fencing should be required along
County Road 6.
Site Improvements
No lighting is proposed within the baseball field areas. A light is proposed at the
concession stand for security purposes. Per code requirements, all lighting will be shielded
downward away from adjacent residential lot lines and roadways. Fifty-seven parking stalls have
been shown. Parking stalls do not meet 9'x20' as required by code. Applicant's site plan shows
stalls at 8'x16'. Parking is being reviewed by the City Engineer. As to the required number
of parking stalls, the code states that "one parking space would be required for every six seats
designed capacity". There is no information concerning the number of seats provided with each
bleacher but it would be my guess that fifty-seven stalls will easily satisfy proposed level of use.

Other Issues
The Engineer has been asked to review grading and drainage, access road and parking
plan. His written commentary should be received by Friday, February 4th. It is my
recommendation that the grading and drainage plans be submitted to the Watershed District for
possible permit review. Applicant notes the possibility that an on-site well will be installed to
provide water for maintenance of grounds and water fountains. The Engineer has been asked
to comment about the feasibility of bringing municipal water to the site. The cost of extending
water service would put this project out of the reach of the association. Per the attached sections
of both the Comp Plan and Municipal Code, the project would not appear to require the
extension of water.
The association will provide portable "port a potties" for use during baseball season.

Dear Jeanne,
We have reviewed the site plan prepared by Coffin & Gronberg, Inc. for the Orono
Baseball Association. The property is located at the southeast quadrant Old Crystal Bay
Road and CSAH No. 6, in the South Half of Section 28. There are several issues that need
to be addressed relative to engineering matters.
If public service is requested, sanitary sewer service could be provided by connecting to the
existing 8" sanitary sewer along the east side of Old Crystal Bay Road, approximately 1600
feet south of CSAH No. 6. Due to the site elevation, a grinder pump station will be
required. A two inch forcemain would then be constructed from the grinder pump station
to the existing sanitary sewer manhole. Or, if permission is obtained from the City of
Medina, their forcemain along CSAH No. 6 and Old Crystal Bay Road could be tapped
into. Public water could be provided by connecting to the existing 8" water main along the
west side of Old Crystal Bay Road, approximately 1000 feet south of CSAH No. 6. Either
a 11/2 or 2 inch copper water service could be extended to the concession stand.
We would recommend that the entrance drive and parking lot be paved in accordance with
City Standards. The location of the access onto Old Crystal Bay Road is acceptable.
However, the entrance drive would provide better access if located near the center of the
parking lot, instead of at the north end. The tight curve shown is not adequate for bus
access. The lot should also show designated handicapped parking spaces.
The dimensions of the proposed baseball fields have a limited design and will only
accommodate Little League play. This facility does not address other baseball needs within
the City.
The wooded ravine and low area along CSAH No. 6 are both designated as wetland areas
on the National Wetlands Inventory map. These wetlands are regulated at the State level
by the Wetland Conservation Act. These rules require the replacement of any filled
wetlands at a 2:1 ratio based on area. This ratio applies for replacement with the same type

(or a higher quality) of wetland that was filled. At the Federal level the wetlands are
regulated by the U.S. Army Corps of Engineers.
To construct the entrance drive a portion of the wetland area will be filled. The wetland
alterations and 2:1 compensatory mitigation should be reviewed and approved by the
Minnehaha Creek Watershed District (LGU) and the U.S. Army Corps of Engineers.
The site drainage is routed through an established drainage route through proposed
culverts. Runoff and ponding calculations for the culvert design should be provided for our
review. Also, there is a high potential for erosion at the south end of the parking that
should be addressed. Drainage easements should be obtained over the drainage ravine and
low area (996 contour).
