This memorandum addresses the alternate uses programmed for the Orono Ice Arena as articu-
lated in the memorandum of April 12, 1996 from Jeanne Mabusth, Orono Building and Zoning
Administrator, to Chair Peterson and Orono Planning Commission, and Ron Moorse, Orono City
Administrator. The following outline includes the revised calculations for building occupant load
• and the subsequent effect on required exit widths and plumbing fixtures as per the Uniform
Building Code.

It is recommended that a more appropriate distribution of exit width be achieved to accommodate
the large increase of occupants exiting at the ice surface level. The addition of additional exit
doors at the east entrance is a desirable option.
III. Occupant Load in Ice Sheet Area
The ice rink dasher boards,provided by the owner under separate contract, are programmed to
remain permanently in place. The dasher board contractor is to provide and verify the required
exit width and code compliant hardware as per UBC and review their documents with the gov-
erning code official at the City of Orono.
IV.Plumbing Fixture Requirements
Total Occupant Load: 2066
1033 Men:
Fixtures Required: 8 WC and 4 Lay.
Fixtures Provided: 4 WC +4 Urinals + 6 Lay.
1033 Women:
Fixtures Required: 13 WC and 4 Lay.
Fixtures Provided: 9 WC +7 Lay.
The additional requirement for 4 womens water closets which could be accomplished with
temporary satellite toilet facilities during the exceptional cases when the arena is to accommo-
date the total allowable occupant load.

Re: Orono Ice Arena- Building Occupancy Calculations For Off-Season Use
Dear Mr. Pechaty:
I have reviewed your memo of December 2, 1996 regarding increased occupancy loads during off-
season use. I have the following comments:
1) Exiting-For the purpose of exiting, I feel we should consider the bleachers and the
ice sheet area as 2 separate A-occupancies. The bleacher exiting meets the
requirements of the code; however, I would like you to address the following code
requirements for the ice sheet area:
A) UBC 1003.1 - Requires 4 exits for occupant loads over 1,000.
B) UBC 1003.2 - Exit widths.
C) UBC 1003.3 - Arrangement of exits.
D) UBC 1016.1 -Group A,main exits. The exit through the lobby will serve the
bleachers but I don't feel it is appropriate as the main exit for the ice sheet
unless there is a stairway directly off the ice sheet to the exit. The other
option would be to use the "players entrance" area for the main exit off the
ice sheet area.
2) Plumbing fixture requirements - I agree with your calculations; however, I do not
have the authority or do I feel it is appropriate to waive building code requirements.
Perhaps the area that was designated for showers could be used for the extra fixtures.
Increasing the occupant load will also affect the S.A.C. determination and the City
connection charges.

Dear Mr. C mar),
This memc summarizes the architectural response to your review of the exiting and plumbing
fixture regtirements for off-season uses at the Orono Ice Arena. Some of the figures listed here
reference ray memorandum of December 2, 1996 which lists all calculations.
I. Exiting
The builchng as designed provides the required exit width to exit the entire occupant load
associated with off-season uses; however, UBC requires 4 exits from spaces with occupant loads
over 1000. Iwo exits must be a minimum of 1/2 of the overall diagonal distance of the ice sheet
apart. The remaining two exits must be arranged a "reasonable distance apart so that if one
becomes bl poked the others will be available." ( JBC 1003.3)
The tota. exit width required for the ice sheet area with 1034 occ. x 0.2 206.8"
The solrtion is as follows:
I. 10'-0' opening in dasher boards @ zamboni access with exiting through north double
doors
2. 6'-0" opening in dasher boards 0 southeast corner of rink with exiting through "player
entrance".The player entrance doors will be revised from a single door to a 6'-0" double
door.
3. 6'-0" opening in dasher boards C southwest corner of rink with exiting through 4 doors
into lobby.Architect will design 6'-0" wide portable stair assembly to allow access from
rink lrvel to lobby level.
4. 3'-0" c pening in northwest corner of rink with exiting up north bleacher stair to west exit.
The City of Orono is to receive copies of dasher board drawings for city review to confirm the
location of exits in the dasher board assembly

II.Plum. ng Fixture Requirements
I have rev -wed the plumbing fixture requirements for a total building occupancy of 2066 with
the owner At this occupancy, the fixture count is 4 water closets short for women as indicated in
the Dece .er 2 memo. The owner ha, indicated that the building will never have that many
occupants I or any of its potential community functions; therefore, they are concerned that the
total fixtu i- count is overdesigraed to a significant degree.
I have 'alculated the maximum allowable occupant load based on the fixtures shown in the
plan as fol ows (based on LTBC Table A-29-A):
6 fixtures u r men (located in men's toilet room) =725 occupants
11 fixture: for women (6 fixtures in women's toilet room, 1 in referees' room, 4 in team rooms)
=700 occ pants
Total allo able occupant load based on available fixtures = 1425 occupants
The owne suggests that the building occupancy could be limited to 1425 occ. already provided
for by the tures as designed. They are willing to enter into an agreement with the city to not
exceed thi• occupancy. Limiting the occupancy to 1425 also eases the exit scheme although the
building pl,n will continue to reflect exiting for an occupant load of 2066.

Dear Mr. C man,
This memo outlines responses to the various code issues you raised in our meeting on December
4, 1996.
1. HandraaIs at Bleacher Aisles✓
Section 1021.5.6 requires handrails located in the center of the aisles at aisles with seating on
either side.The design will be revised to provide 48" wide aisles with a center handrail detailed
to comply with section 1021.5.6.
2.Non-Slip Surface at Ramp V
The archit=t will issue a supplementary instruction for the concrete contractor to provide an
ANSI compliant non-slip surface at the ramp at the south end of the arena.
3. Exits at Meeting Room V
An exit light is to be provided at door#10B (the plans show an exit light at door#1 OA). Panic
hardware to be provided at door#10A (the specifications call for panic hardware at door
COB).
4.Roof Assembly /
The roof a.csembly specified meets a minimum Class B rating as required by code.
5.Roof SISpe ✓"
The roof st-ucture is sized and specified to support the additional loading associated with 1/8"
per foot slope. The signed structural drawings provide adequate confirmation of the structural
design.
6.Fire Ala-m
The fire alarm for this type of facility is to be monitored. This has been confirmed with Premier
Electric, the electrical contractor.

7. Occupa t Load Signage
The archite t is to notify the owner that they are to provide maximum occupant load signage in
meeting ro m and arena spaces upon substantial completion of the building. Maximum occupant
load numb: s are to be coordinated with the City of Orono. This signage should document the
occupancy imitations based on the total plumbing fixture count.
$. Plumb'I Issues
"RPZ" sho in plumbing plans is not allowed by City of Orono.This information is being
forwarded the mechanical engineer at HGA.
9. Cross-A sle Width
UBC requi -s 54" clear width at cross-aisles in bleacher seating areas. The building plans meet
this require .ent at both upper and lower cross aisles_The 54" at the lower cross-aisle is mea-
sured from he edge of the first bleacher row to the dasher board assembly.The 54" at the upper
cross-aisle s measured from the edge of the top recessed stair riser to the west arena wall_

responses to the code items discussed with the following comments:
1) Provide plan showing location and design of handrails at bleacher aisles.
2) Provide listing information on assembly used for the roof covering.
3) Provide written response to ice sheet exiting issue based on other uses with higher
occupant loads.
4) Provide written response from structure engineer verifying compliance with U.B.C.
Sec. 1506.1 and 1605.4.
The building permit will be issued as soon as these items are provided.

This memorandum addresses the code iss es listed in Mr. Oman's memo dated January 9, 1997.

1.The roofiLg assembly specified meets t e following testing criteria:
CTL Class A or B and UBC Section 17-4 s fire retardant
2. UL Stant and 1256 for internal burn ra 'ng
3.Factory Mutual FM-I-60 wind uplift r quirements.
LII. Exiting Strategy for Off-Season U •s
The buildin; as designed provides the reu!uired exit width to exit the entire occupant load associ-
ated with off-season uses; however, UB• requires 4 exits from spaces with occupant loads over
1000.Two 4.xits must be a minimum of 1 2 of the overall diagonal distance of the ice sheet apart.
The remain.ng two exits must be arrange a"reasonable distance apart so that if one becomes
blocked the others will be available." 1:C 1003.3)
The tota exit width required for the 1.e sheet area with 1034 occ. x 0.2=206.8"
The solution is as follows:
1. 10'-0" opening in dasher boards Co zamboni access with exiting through north double
doors.
2. 6'-0" opening in dasher boards @ s.utheast corner of rink with exiting through "player
entrarce".The player entrance doors will be revised from a single door to a 6-0" double
door_
3. 6'-0" opening in dasher boards @ southwest corner of rink with exiting through 4 doors
into lobby_Architect will design 6'-0" wide portable stair assembly to allow access from
rink level to lobby level.
4. 3'-0" opening in northwest corner of rink with exiting up north bleacher stair to west exit.
