The review is limited to the design of this particular project only, and does not cover the plumbing within the building. The review is based upon the supposition that the data on which the design is based are correct,and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken by the project designer. Approval is contingent upon satisfactory disposition of any requirements included in this report. Special care should be taken to insure that the material and installation are in accordance with the provisions of the Minnesota Plumbing Code and applicable licensing requirements. INSPECTIONS: All plumbing installations,including water service and building sewers,must be tested and inspected in accordance with the requirements of the Minnesota Plumbing Code. It is the responsibility of the contractor/installer to notify the Minnesota Department of Labor and Industry when an installation for a state contract job,licensed facility,or project in an area where there is no local administrative authority is ready for an inspection and test. The discharge of an existing exterior water fountain appears to be shown discharging to the storm sewer system on the Utility Plan, Sheet No. C7. The Minnesota Pollution Control Agency(MPCA)has determined that the discharge from a drinking fountain is wastewater and must receive proper treatment. This means the outdoor drinking fountain must be served by an individual sewage treatment system in compliance with Minnesota Rules,Chapter 7080 or it must discharge above grade in order to visibly see any possible contamination. Please verify that a code complying plumbing system will be installed. 2. The RCP and PVC specified for the storm sewer must comply with Minnesota Rules,part 4715.0540. No quality standards for these materials are provided on the submitted plans. 3. Materials used for the subsoil (draintile)drains must comply with Minnesota Rules,part 4715.0620. No quality standard for this material is provided on the submitted plans. 4. The storm sewer installation must be tested in accordance with Minnesota Rules,part 4715.2820. The following comments outline the changes and/or additional information that must be submitted so that we can further evaluate the plans and specifications for compliance with the standards of this department: 1. Please provide roof plans which indicate the arrangement of the storm drainage system. Please indicate the pitch, location, and the area served by each drain. The storm drainage system must be sized in accordance with Minnesota Rules, part 4715.2710. The following comments pertain to the design of the storm drainage system: a. A 4-inch rainwater leader is shown exiting the addition on diagram 1/M202. Please provide a utility site plan detailing the new storm sewer connection within the property lines, including pipe size anbd slope. b. The roof drains shown on diagram 4/M202 appear to discharge 945 square feet of roof area each and are served by 3 inch horizontal leaders. Since a 3 inch horizontal leader can only accommodate 822 square feet at a slope of 1/8-inch per foot, each leader appears to be undersized. c. We are unable to determine the roof areas served by the three roof drains shown on diagram 3/M203. d. The roof drains on diagram 3/M206 appear to discharge 1,350 square feet of roof area each and are also served by 3-inch horizontal leaders. e. The four roof drains shown on Sheet M207 appear to discharge 990 square feet of roof area each and are served by 3-inch horizontal leaders. Floor drains farther than 25 feet from a vented waste pipe shall be vented (see Minnesota Rules, part 4715.1300, subpart 4). The following comments pertain to the design of the storm drainage system: a. A floor drain is shown to be vented on diagram 2/M204 but the vent does not show up on the floor above, diagram 4/M206. b. A floor drain located on the main floor is shown to be vented on diagram 1/M205 but the vent does not show up on the floors above. c. A floor drain located on the main level is farther than 25 feet from a vented main or branch as shown on diagrams 2/M205 and 2/M206. 3. Hubless cast iron pipe with ASTM Standard A888 is specified as rainwater leader pipe material in Section 221413 of the project manual. This standard is not approved for any kind of plumbing pipe material inside or outside the buildings. Hubless cast iron pipes used for waste and vent systems must meet CISPI Standard 301-69T. Please submit the requested information promptly so we may complete our plan review. No construction related to the above-referenced plans shall begin until approval is provided by our office. As specified in Minnesota Rules,part 4715.2830,no plumbing work may be covered prior to completing the required tests and inspections. Provisions must be made for applying an air test at the time of the roughing-in inspection as outlined in Minnesota Rules,part 4715.2820, subpart 2, of the code. A manometer test,as specified in Minnesota Rules,part 4715.2820, subpart 3, is required at the time of the finished plumbing inspection. The island vent is correctly shown on Detail No. 3, Sheet No. 805. However,the drain, waste,and vent riser diagrams,Details No. 1 and No. 5, Sheet No.M412,do not show a code complying island vent for the lab sinks. The riser diagram appears to show the island vent connecting to the horizontal drain upstream of the vertical fixture drain,rather than through a wye branch fitting downstream from the vertical fixture drain as required(see Minnesota Rules,part 4715.2655). Verify that a code complying plumbing system will be installed. 2. At that point where the sanitary waste from the three 2-inch floor drains(FD-3)and one of the two art room sinks(S-5), located in Room No. C016,connects to the drainage system on Sheet No.M101,there appears to be 8 drainage fixture units(d.f.u.) and they are shown discharging through a 2-inch pipe. Since a 2-inch horizontal drain can only accommodate 6 fixture units at a slope of per foot,this portion of the system is undersized(see Minnesota Rules,part 4715.2310, subpart 2). The plans appear to show the increase to 3-inch waste only after the second art room sink is connected, at 10 d.f.u. Verify that a code complying plumbing system will be installed. At that point where the proposed 2-inch waste serving the three lab sinks(S-4,2 d.f.u. each)connects to the existing 2-inch waste riser serving the lab sink(S-4)shown on waste and vent riser diagram, Detail No. 3, Sheet No.M412,a vertical 2-inch stack is shown to serve 8 d.f.u. which complies with Minnesota Rules, part 4715.2310, subpart 3, since a 2-inch stack for not more than 3 stories or branch intervals may serve up to 9 d.f.u. However,when the stack turns horizontal on the floor plan, Sheet No. M102, Gridlines S/11,the system is undersized since a 2-inch horizontal drain can only accommodate 6 fixture units at a slope of 1/4-inch per foot,this portion of the system is undersized(see Minnesota Rules,part 4715.2310, subpart 2). Verify that a code complying plumbing system will be installed. 4. On waste and vent riser diagram,Detail No. 5, Sheet No.M411,at that point where the 2-inch and 3-inch horizontal wastes from the branches serving the fixtures shown on Detail No. 7, Sheet No.M411, connect to the waste system,a 3-inch horizontal waste branch is shown to serve 34 d.f.u. This branch is also shown as 3-inch on the waste and vent riser diagram,Detail No. 2, Sheet No.M408. Since a 3-inch horizontal drain can only accommodate 32 fixture units at a slope of/s-inch per foot,this portion of the system is undersized (see Minnesota Rules,part 4715.2310, subpart 2). Verify that a code complying plumbing system will be installed. 5. Verify that the existing water supply and waste systems are sized to accommodate the added fixtures(see Minnesota Rules,part 4715.3800 and part 4715.2310). 6. Verify that the required cleanouts will be installed: a. The distance between cleanouts in horizontal piping shall not exceed 50 feet for pipe 3 inches or less in size,or not over 100 feet for pipe 4 inches and greater in size(see Minnesota Rules,part 4715.1010). b. Cleanouts shall be of the same nominal size as the pipes they serve up to 4 inches in size (see Minnesota Rules,part 4715.1010). A cleanout must be installed where there is an increase in pipe size from 2 inches to 3 inches and from 3 inches to 4 inches. c. Each horizontal drain branch,including floor drain branches, shall be provided with a cleanout at its upper terminal,except that a fixture trap or a fixture with an integral trap,readily removable without disturbing concealed piping,may be accepted as a cleanout equivalent for this purpose(see Minnesota Rules,part 4715.1000). d. It is recommended that a cleanout be provided where new waste and vent piping connects with existing plumbing to facilitate required testing of the new installation. 7. Faucets equipped with threaded hose connections must be provided with approved backflow preventers(see Minnesota Rules,part 4715.2110,DD). This shall include the serrated nozzle faucets in the science classrooms designed to accept rubber hose connections,the laundry tub faucet,and the'/4-inch threaded drain connection to the domestic water double-walled plate and frame heat exchanger(HX-1). 8. The water supply to any dishwasher in which the supply opening is located below the spill line of the machine must be protected with a vacuum breaker(see Minnesota Rules,part 4715.1250). 9. Potable water connections to boiler feed water systems, cooling systems,or other liquid systems in which water conditioning chemicals may be introduced shall be made through an air gap or be provided with an approved backflow preventer located in the potable waterline before the point where such chemicals may be introduced(see Minnesota Rules,part 4715.1940). l Orono High School Phase II Renovations Plumbing Plan No. 096474 Page 3 June 15, 2009 10. Water supply connections to fixtures or equipment which have submerged inlets, or inlets below the spill line of the fixture or equipment,must be provided with an air gap arrangement, approved backflow preventer or backflow preventer assembly as specified in Minnesota Rules,part 4715.2000 and part 4715.2010. This shall include the potable water connections to the garbage can washer,the ice maker, and all potable water connections to equipment not shown. 11. It appears that the proposed solids interceptor for the art room sinks,Manufacturer: Schier,Model No.USI 1180, shown on Sheet No.M101,is of a drum trap design. Drum traps may only be used if permitted by the administrative authority(see Minnesota Rules,part 4715.0960),therefore,the use of the specified interceptor must be approved by the city of Long Lake. 12. Drainage fittings must be used for all portions of the island vent located below the floor(see Minnesota Rules,part 4715.2655). 13. Where each shower space is not provided with an individual waste outlet,the waste outlet must be located, and the floor must be pitched, so that water from one shower space does not flow over the floor area serving another shower(see Minnesota Rules,part 4715.1380, subpart 2). Verify that this requirement is met for the Boy's Shower,Room No.A009, shown on Sheet No.M114. 14. It appears that the shower drain(SH-2)and the trench drain receptor(FD-1),located in the Boy's Shower, Room No.A009,will be common vented. A common vent may serve two similar fixtures if each fixture drain connects independently to a vertical drain at the same level. Otherwise,individual vent pipes must be provided on the dedicated fixture branches(see Minnesota Rules,part 4715.2580, subpart 1). Verify that a code complying venting installation will be installed. 15. The capped fixtures shall be gastight and watertight for the pressure required by test(see Minnesota Rules, part 4715.0700). 16. Double wyes may not be used for drainage fittings in the horizontal position(see Minnesota Rules, part 4715.2420, subpart 3). Proper pipe slope cannot be maintained on both of the offset branches. 17. The installation of chemically resistant pipe shall be in accordance with manufacturer's installation recommendations. If ASTM Standard F1412 polyethylene,ASTM Standard F1412 polypropylene,or ASTM Standard F1673 polyvinylidene fluoride (PVDF)pipe is used,above grade horizontal piping may not exceed 35 feet in total length. Above grade vertical stacks may not exceed 35 feet in total height unless an approved expansion and contraction joint is installed at intervals not to exceed 35 feet(see Minnesota Rules,part 4715.0610). 18. PVC plastic pipe used for the drain,waste, and vent system shall comply with ASTM Standard D2665, D2949 or F891 (see Minnesota Rules,part 4715.0570 through part 4715.0600). Solvent weld joints in PVC and CPVC pipe must include use of a primer which is of contrasting color to the pipe and cement. A one- step solvent cement complying with ASTM Standard F493 or D2846 may be used for CPVC joints(see Minnesota Rules,part 4715.0810, subpart 2).Plastic pipe must be installed in accordance with Minnesota Rules,part 4715.0580(F)and part 4715.0600. Above-grade horizontal runs of plastic waste and vent pipe cannot exceed 35 feet in total length. Above-grade vertical stacks constructed of plastic pipe may exceed 35 feet in total height only if an approved expansion joint is used. 1 Orono High School Phase II Renovations Plumbing Plan No. 096474 Page 4 June 15, 2009 19. Hubless cast-iron,ASTM Standard A888 is specified as an optional material for the above ground storm in Section 22 14 13,part 2,of the submitted project specifications. Please note that this standard is not currently approved for any kind of plumbing pipe material inside or outside of the building. The cast iron must meet the quality standards specified in Minnesota Rules part 4715.0560. Please verify that only code approved materials will be used. 20. The plumbing system shall be tested in accordance with Minnesota Rules, part 4715.2820. NOTE(S): 1. The scope of this project consists of the remodel of an existing building. The plumbing installation includes science lab sinks,under-sink acid neutralization tanks,dishwashers for the science labware,emergency eyewash units and emergency eyewash and shower units with emergency-type thermostatic mixing valves, classroom sinks,solids interceptor, flush-valve water closets,urinals, lavatories,wash fountains, electric water coolers,drinking fountains,mop sinks, showers,a laundry tub,a water softener system,water heaters, a double-walled heat exchanger,and floor drains. This installation also includes new water supply connections to the garbage can washer and the ice machine, and the rerouting of existing sections of interior rainwater leaders. 2. This facility will be served by existing municipal sewer and water service connections. 3. At that point where the proposed 2-inch waste serving the three lab sinks(S-4, 2 d.f.u. each)connects to the existing 2-inch waste riser serving the lab sink(S-4)shown on waste and vent riser diagram,Detail No. 3, Sheet No. M412, a vertical 2-inch stack is shown to serve 8 d.f.u.which complies with Minnesota Rules, part 4715.2310, subpart 3, since a 2-inch stack for not more than 3 stories or branch intervals may serve up to 9 d.f.u. However,when the stack turns horizontal on the floor plan, Sheet No. M102, Gridlines S/11,the system is undersized since a 2-inch horizontal drain can only accommodate 6 fixture units at a slope of 1/4-inch per foot,this portion of the system is undersized(see Minnesota Rules,part 4715.2310, subpart 2). Verify that a code complying plumbing system will be installed. 4. On waste and vent riser diagram,Detail No. 5, Sheet No.M411, at that point where the 2-inch and 3-inch horizontal wastes from the branches serving the fixtures shown on Detail No. 7, Sheet No.M411,connect to the waste system,a 3-inch horizontal waste branch is shown to serve 34 d.f.u. This branch is also shown as 3-inch on the waste and vent riser diagram,Detail No. 2, Sheet No.M408. Since a 3-inch horizontal drain can only accommodate 32 fixture units at a slope of 1-inch per foot,this portion of the system is undersized (see Minnesota Rules,part 4715.2310, subpart 2). Verify that a code complying plumbing system will be installed. 5. Verify that the existing water supply and waste systems are sized to accommodate the added fixtures(see Minnesota Rules,part 4715.3800 and part 4715.2310). 6. Verify that the required cleanouts will be installed: a. The distance between cleanouts in horizontal piping shall not exceed 50 feet for pipe 3 inches or less in size, or not over 100 feet for pipe 4 inches and greater in size(see Minnesota Rules,part 4715.1010). b. Cleanouts shall be of the same nominal size as the pipes they serve up to 4 inches in size(see Minnesota Rules,part 4715.1010). A cleanout must be installed where there is an increase in pipe size from 2 inches to 3 inches and from 3 inches to 4 inches. c. Each horizontal drain branch, including floor drain branches, shall be provided with a cleanout at its upper terminal, except that a fixture trap or a fixture with an integral trap,readily removable without disturbing concealed piping,may be accepted as a cleanout equivalent for this purpose(see Minnesota Rules,part 4715.1000). • d. It is recommended that a cleanout be provided where new waste and vent piping connects with existing plumbing to facilitate required testing of the new installation. 7. Faucets equipped with threaded hose connections must be provided with approved backflow preventers(see Minnesota Rules,part 4715.2110,DD). This shall include the serrated nozzle faucets in the science classrooms designed to accept rubber hose connections,the laundry tub faucet,and the 3/4-inch threaded drain connection to the domestic water double-walled plate and frame heat exchanger(HX-1). 8. The water supply to any dishwasher in which the supply opening is located below the spill line of the machine must be protected with a vacuum breaker(see Minnesota Rules,part 4715.1250). 9. Potable water connections to boiler feed water systems,cooling systems,or other liquid systems in which water conditioning chemicals may be introduced shall be made through an air gap or be provided with an approved backflow preventer located in the potable waterline before the point where such chemicals may be introduced(see Minnesota Rules,part 4715.1940). Water supply connections to fixtures or equipment which have submerged inlets,or inlets below the spill line of the fixture or equipment,must be provided with an air gap arrangement,approved backflow preventer or backflow preventer assembly as specified in Minnesota Rules,part 4715.2000 and part 4715.2010. This shall include the potable water connections to the garbage can washer,the ice maker, and all potable water connections to equipment not shown. 11. It appears that the proposed solids interceptor for the art room sinks,Manufacturer: Schier,Model No.USI 1180, shown on Sheet No.M101,is of a drum trap design. Drum traps may only be used if permitted by the administrative authority(see Minnesota Rules,part 4715.0960),therefore,the use of the specified interceptor must be approved by the city of Long Lake. 12. Drainage fittings must be used for all portions of the island vent located below the floor(see Minnesota Rules,part 4715.2655). 13. Where each shower space is not provided with an individual waste outlet,the waste outlet must be located, and the floor must be pitched, so that water from one shower space does not flow over the floor area serving another shower(see Minnesota Rules,part 4715.1380, subpart 2). Verify that this requirement is met for the Boy's Shower,Room No. A009, shown on Sheet No.M114. 14. It appears that the shower drain(SH-2) and the trench drain receptor(FD-1), located in the Boy's Shower, Room No. A009,will be common vented.A common vent may serve two similar fixtures if each fixture drain connects independently to a vertical drain at the same level. Otherwise, individual vent pipes must be provided on the dedicated fixture branches (see Minnesota Rules,part 4715.2580,subpart 1). Verify that a code complying venting installation will be installed. 15. The capped fixtures shall be gastight and watertight for the pressure required by test(see Minnesota Rules, part 4715.0700). 16. Double wyes may not be used for drainage fittings in the horizontal position(see Minnesota Rules, part 4715.2420, subpart 3). Proper pipe slope cannot be maintained on both of the offset branches. 17. The installation of chemically resistant pipe shall be in accordance with manufacturer's installation recommendations. If ASTM Standard F1412 polyethylene,ASTM Standard F1412 polypropylene,or ASTM Standard F1673 polyvinylidene fluoride (PVDF)pipe is used,above grade horizontal piping may not exceed 35 feet in total length. Above grade vertical stacks may not exceed 35 feet in total height unless an approved expansion and contraction joint is installed at intervals not to exceed 35 feet(see Minnesota Rules,part 4715.0610). 18. PVC plastic pipe used for the drain,waste, and vent system shall comply with ASTM Standard D2665, D2949 or F891 (see Minnesota Rules,part 4715.0570 through part 4715.0600). Solvent weld joints in PVC and CPVC pipe must include use of a primer which is of contrasting color to the pipe and cement. A one- step solvent cement complying with ASTM Standard F493 or D2846 may be used for CPVC joints(see Minnesota Rules,part 4715.0810, subpart 2). Plastic pipe must be installed in accordance with Minnesota Rules,part 4715.0580(F)and part 4715.0600. Above-grade horizontal runs of plastic waste and vent pipe cannot exceed 35 feet in total length. Above-grade vertical stacks constructed of plastic pipe may exceed 35 feet in total height only if an approved expansion joint is used. Hubless cast-iron,ASTM Standard A888 is specified as an optional material for the above ground storm in Section 22 14 13,part 2,of the submitted project specifications. Please note that this standard is not currently approved for any kind of plumbing pipe material inside or outside of the building. The cast iron must meet the quality standards specified in Minnesota Rules part 4715.0560. Please verify that only code approved materials will be used. 20. The plumbing system shall be tested in accordance with Minnesota Rules,part 4715.2820. NOTE(S): 1. The scope of this project consists of the remodel of an existing building. The plumbing installation includes science lab sinks, under-sink acid neutralization tanks,dishwashers for the science labware,emergency eyewash units and emergency eyewash and shower units with emergency-type thermostatic mixing valves, classroom sinks,solids interceptor, flush-valve water closets,urinals,lavatories,wash fountains, electric water coolers,drinking fountains,mop sinks, showers,a laundry tub,a water softener system, water heaters, a double-walled heat exchanger, and floor drains.
