Dear Mr. Oman:
This letter is a follow-up to the meeting that Brian McCarty of our office had with
you on February 26, 1993 to discuss the Orono Student Center project.
The existing building was recently purchased by Orono Ind. School Dist.#278
from the Orono Community Church. The Church's use of the building included
A and E occupancies, both of which have previously been approved by the City
of Orono. The A occupancy was approved under the original Conditional Use
Permit in 1982. The E occupancy was approved under a Conditional Use Permit
in 1987. Although there has been a change in the ownership of the building,the
use of the building will continue under A and E occupancies.
The proposed building addition(see enclosed floor plan) provides the required
exits and required exit width independent from the existing building. No
increase in exit load is intended to be imposed on the existing corridor.
The existing corridor roof/ceiling is constructed of exposed steel bar joists and a
wood roof deck. This does not meet the requirements for one-hour fire-resistive
construction, even though the entire building is protected by a fire sprinkler
system. The corridor walls do appear to be of one-hour construction,with
labeled solid core doors in hollow metal frames and wire glass windows in steel
frames. The condition of the existing corridor, and whether or not
improvements might be required,was discussed with Vermayne Bertram of the
Minnesota State Building Codes Division on February 8, 1993.

It is our understanding that the State Building Code does not require
improvements to the existing building, including the existing corridor,since 1)
there will be no change in use or occupancy of the building and 2)there will be
no increase in exit load to the existing corridor. The addition will result in the
existing building being no more hazardous than before.

Dear Mr. Haglund,
The City has considered your position on the exiting
requirements of the Uniform Building Code as it pertains to the
proposed addition to the Orono Student Center. After researching
and discussing the issue in-house and with Vermayne (Bert) Bertram
of the MN State Building Codes Division we have decided to accept
your proposal based on the following findings :
1 . The door in question is located near the exit and
provides an obvious path of travel .
2 . The corridor meets the requirements of U.B.C. 3305 with
the exception of the ceiling construction which consists of
steel bar joist and 2" wood decking which provides for greater
fire protection and could be considered "heavy timber" as in
U.B.C. Section 2106 (f) .
3 . The proposed addition is provided with adequate exiting
and therefore the exit in question is not a "required exit" .
4 . The proposed exits will be provided with exit signage
while the door in question will not .
5 . The building is protected by a fire sprinkler system.
In regards to the fire alarm system discussion I had with
Brian McCarty, enclosed is a copy of a MN State Amendment to U.B.C.
809 .

Dear Mr. Lawson:
We have received and reviewed the plans as submitted for the
proposed remodel to the student center. The plans do not meet the
minimum requirements of Hennepin County Ordinance No. 3 , and will
be approved pending the following requested information and/or
changes:
1. All food and beverage service equipment, including small
wares, must meet the applicable standards of construction
of the National Sanitation Foundation (NSF) and bear the
NSF mark. Please submit cut sheets and/or shop drawings
for each piece of equipment for our review.
2 . All stainless steel custom fabrication of equipment
and/or work surfaces must comply with NSF Standard No. 1
(Soda Fountain and Luncheonette Equipment) or No. 2 (Food
Service Equipment) . Any custom stainless steel custom
fabrication must be done by an NSF approved fabricator.
All custom fabrication of laminated plastic counters and
shelves must comply with NSF Standard No. 35 (Laminated
Plastics for Surfacing Food Service Equipment) . Please
note that the undersides of shelves and interior
cabinetry must comply so that no exposed wood is present.
What is the filler material proposed in the cabinetry?
3 . All equipment must be installed so that it is easily
cleanable, with casters or six inch, stainless steel
sanitary legs. Please note that the undercounter
refrigerator will need to meet these requirements. Also,
it does not appear that the cabinet between the column
and the handsink meets these requirements.

4 . Ensure that sufficient storage space is available for
paper goods and food storage. A separate area is
required for storage of chemicals. Please describe to us
the location proposed for this purpose.
5. All refrigeration units shall hold potentially hazardous
food at 40 degrees F or less. Freezers shall hold foods
at 0 degrees F or less. Provide integral thermometers
for all refrigeration/freezer units. Please describe to
us the intent of "future refrigeration" .
6. Vinyl composition tile will not be acceptable under the
washer and dryer, and the janitorial sink. At a minimum,
a quarry tile pad, appropriately sloped to floor drains,
must be installed to provide adequate protection from
moisture with matching six inch bull nose base coving
with a quarter inch radius at the floor-wall juncture.
7 . Describe to us the intent of "future dishwasher" . What
type of utensils and/or equipment must be accommodated by
this equipment? The three compartment sink appears to be
inadequately sized with very small compartments. Is the
dishwasher to be located undercounter? Dishwashers in
commercial kitchens shall discharge to the drainage
system through an air break. If a floor drain
constructed without a backwater valve is installed on the
horizontal dishwashing branch, the dishwasher may be
connected to the drainage system. A sloped floor drain is
required under the three compartment sink.
8 . Please specify the make, model and capacity of the hot
water heater serving the kitchen equipment area . This
unit must be NSF approved and on six inch legs.
9. All handsinks shall be equipped with soap, single service
hand towel dispensers, a fingernail brush and hot water,
not to exceed 130 degrees F. We recommend wrist action
hand controls similar to the handicap paddles.
10. Please describe the manner in which food will be
transported from the elementary school and the means to
maintain hot holding temperatures for dispensing at the
site.

11. If washing of fruit, vegetables or other foods is
conducted on site, a separate food preparation sink will
be required.
12 . Generally, the three compartment sink is a separate unit
with integral drainboards on either end and sized to
accommodate the largest piece of equipment. Please
describe the intent of the counter included with the
sink. This may require some alteration to your proposed
design.
13 . Painted gypsum board is not permitted in the foodservice
prep area. Walls must be smooth and easily cleanable
with either fiberglass reinforced panels (FRP) or ceramic
tile. This must extend from the base coving to a minimum
height of six feet.
14 . Ceilings must also be smooth and easily cleanable
utilizing vinyl clad ceiling tiles or similar. Textured
or fissured tiles are not permitted.
15. What material will be used to cover the box out column?
16. Please describe the floor covering under the vending
machine area.
17 . Please describe the proposed area for handling waste
disposal.
18 . Do you propose to utilize disposable dinnerware? Will
there be a condiment area?
19 . Will the kitchen be staffed by trained food service
personnel or students?
20. The walls behind and next to the janitor sink will need
to be covered with FRP to a minimum height of six feet.
I assume this will also be where the mop rack is hung.
Please explain the 1 1/4 inch condensate waste line that
extends to the janitor sink. Also, describe the type of
janitorial sink, curb or wall mounted.

21. Post the entry "No Smoking" if the building is no smoking
in entirety. If there will be designated smoking areas,
please notify us of the proposed area.
Periodic onsite inspections will be made during construction. A
final inspection must be conducted prior to bringing in any food or
paper products and receiving your food license. In addition, you
will need to arrange for final electrical, building, and fire
inspections prior to receiving your certificated of occupancy.

Dear Brian:
On May 14, 1993 a plan review was completed on the Orono Student Center's proposed addition
and remodeling. The following is a list of corrections and comments. These items are noted
on the approved set of plans issued to the contractor. Revised plans will not be necessary:
1) Sheet A2 - Drinking fountain
A) Per A.D.A., 4.1.3 10 A - High and low drinking fountain regulation.
B) Alcove not to exceed fountain depth.
2) Sheet A4 - Partial roof plan
A) Minimum roof slope 1/4 " for each 12".
3) Sheet A6 - Elevation #5 - Restroom
A) Vertical grab bar minimum 18" per Minnesota State Code 1340.
