The review is based upon the supposition that the data on which the design is based are correct,and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken by the project designer. Approval is contingent upon satisfactory disposition of any requirements included in this report. Special care should be taken to insure that the material and installation of the plumbing system are in accordance with the provisions of the Minnesota Plumbing Code. A copy of the approved plans and specifications should be retained at the project location for future reference. A set of the identified plans and specifications is being returned to Voson Plumbing,Inc. Enclosed is a copy of the report and transmittal letter to be forwarded to the project owner. INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of the Minnesota Plumbing Code. As specified in Minnesota Rules,part 4715.2830,no plumbing work may be covered prior to completing the required tests and inspections. Provisions must be made for applying an air test at the time of the roughing-in inspection as outlined in Minnesota Rules,part 4715.2820, subpart 2,of the code. A manometer test,as specified in Minnesota Rules,part 4715.2820, subpart 3,is required at the time of the finished plumbing inspection. It is the responsibility of the contractor/installer to notify the Minnesota Department of Labor and Industry when an installation for a state contract job,licensed facility,or project in an area where there is no local administrative authority is ready for an inspection and test. Item No. 3-4 of your June 18, 2008,letter shows that you put a 3-inch full-size vent on the flammable waste interceptor. Please note,the vent on the flammable waste interceptor may not be used to satisfy Items Nos. 3 and 4 of my June 13,2008,request for additional information. a. The flammable waste interceptor outlet is more than 25 feet from a vented drain. Therefore,the discharge line must be provided with a 2-inch minimum vent pipe installed within 25 feet of the interceptor(see Minnesota Rules,part 4715.1120). This vent must not connect with the vent serving the flammable waste interceptor. b. The submitted plans do not appear to show a full-size vent stack.A full-size vent stack(3-inch minimum)must be provided for every building(see Minnesota Rules,part 4715.2520,subpart 1). This stack must be continuous in size from its base to its terminal and should be the most remote stack from the location where the building drain leaves the building. The 3-inch stack on the flammable waste interceptor may not be this stack. Verify that a code complying plumbing system will be installed. Crystal Bay Business Center II Plumbing Plan No. 087584 Page 2 • June 19,2008 2. The flammable waste interceptor shall be constructed in accordance with the Minnesota Plumbing Code, Minnesota Rules,part 4715.1120. The interceptor shall include: a. A minimum holding capacity of 35 cubic feet. b. At least 3 feet of depth below the invert of the discharge pipe. c. A water seal of not less than 3 inches on the inlet and not less than 18 inches on the outlet. d. A minimum size 3-inch vent must extend separately through the roof. The vent must rise vertically or within 45 degrees of the vertical to a point at least 6 inches above the interceptor. The vent shall be constructed of approved metallic pipe material. e. Drains that discharge into the interceptor shall be designed to drain dry,and be at least 3 inches in size. f. The interceptor shall be located so it is readily accessible for service and maintenance. 3. The installation of reduced pressure zone backflow preventers is permitted only when periodic testing is done by a trained backflow preventer tester acceptable to the administrative authority. Testing intervals shall not exceed one year,and records must be kept. All devices must be tested after initial installation to assure that debris from the piping installation has not interfered with the functioning of the device. The devices shall be overhauled at least once every five years. The installation of new backflow preventers must be at least 12 inches,but not more than 6 feet above the finished floor or ground level. This is in reference to the RPZ connection on the water supply line to the irrigation system. 4. If a water softener will be installed,then please note,that the floor drain to receive the water softener discharge must be individually vented in accordance with Minnesota Rules,part 4715.2620, subpart 4. 5. Changes in direction in drainage piping must be made by appropriate use of wyes and bends. Sanitary tees are not allowed where the direction of flow changes from either vertical to horizontal or horizontal to horizontal (see Minnesota Rules,part 4715.2410). 6. PVC plastic pipe used for the drain,waste, and vent system shall comply with ASTM Standard D2665, D2949 or F891 (see Minnesota Rules,part 4715.0570 through part 4715.0600). Solvent weld joints in PVC and CPVC pipe must include use of a primer which is of contrasting color to the pipe and cement(see Minnesota Rules,part 4715.0810, subpart 2). 7. Plastic pipe must be installed in accordance with Minnesota Rules,part 4715.0580(F)and part 4715.0600. Above-grade horizontal runs of plastic waste and vent pipe cannot exceed 35 feet in total length. Above- grade vertical stacks constructed of plastic pipe may exceed 35 feet in total height only if an approved expansion joint is used. 8. The cast iron specified on the submitted plans as an optional material for the drain,waste,and vent must meet the quality standards specified in Minnesota Rules part 4715.0570 through 4715.0600. No quality standard is specified for this material. 9. No material is specified for the rainwater leaders. Verify that the pipe materials to be used for the rainwater leaders will comply with Minnesota Rules,parts 4715.0540 through 4715.0560. 10. Disinfection of the potable water system must include the following(see Minnesota Rules,part 4715.2250): a. The pipe system must be flushed with clean,potable water until no dirty water appears at the points of outlet; Crystal Bay Business Center II Plumbing Plan No. 087584 Page 3 June 19,2008 b. The system must then be filled with a water chlorine solution containing at least 50 parts per million of chlorine and allowed to stand for 24 hours; or a solution containing at least 200 parts per million of chlorine and allowed to stand for three hours; and c. Following the allowed standing time the system must be flushed with clean potable water until no chlorine remains. 11. The plumbing system shall be tested in accordance with Minnesota Rules,part 4715.2820. This includes all portions of the storm sewer located within 10 feet horizontally of the building or water service piping. NOTE(S): 1. The scope of this project consists of the construction of a new shell building. The plumbing installation includes a trench drain,a flammable waste interceptor,a floor drain,hose bibbs, an irrigation system,and interior roof drains. 2. This facility will be servedby new municipal sewer and water service connections. The site utilities for this project are reviewed under Plan No. 087547. 3. The plans and specifications were prepared by a licensed plumber. Only the plumber who has prepared the plans may use the plans for construction. If another plumber is contracted to install the plumbing,they must submit their own plans and specifications for the project. 4. The Minnesota Plumbing Code is available on our website at:www.doli.state.mn.us/plumbing.html. Authorization for construction in accordance with the approved plans may be withdrawn if construction is not undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean that recommendations or requirements for change will not be made at some later time when changed conditions, additional information,or advanced knowledge make improvements necessary.
