The Sheriff s department has researched several options, including Molly's corner and a site in Minnetonka Beach. The County is now focusing on a site about 300 feet east of the Arcola bridge on Shoreline Drive. At this location, any work would occur within the County Road ROW and no city approval is anticipated. Staff has identified some concerns with vehicular traffic with limited site visibility and turn around locations. Staff is confident these issues can be addressed. Subject to Councils discussion, Hennepin County's next step would likely retain a consultant to prepare an access plan for consideration. Commissioner Jan Callison and county staff J. Michael Noonan will attend the Council workshop to discuss this project. The trail connection along County Road 19 from Livingston Avenue to the Dakota Rail Trail is also in our Comprehensive Plan as a future trail (attached). This one block segment has proven challenging in the past due to the cost. However, Hennepin County and Three Rivers are interested in partnering with the City of Orono. Hennepin County did survey work in 2015 and set forward three options (attached) along with a cost estimate. Three Rivers and Hennepin County would be interested in partnering financially if we move forward with the eight foot paved trail design. A sidewalk does not meet their criteria for funding. Staff is seeking direction on whether the Council is interested in moving forward. Our next step would likely be to co-author a grant application to Hennepin County for their portion of the funding. Bob Byers, Hennepin County Transportation Engineer, will attend the meeting to discuss the project and Three Rivers Trail Manager Danny McCullough will also attend to answer any questions on their criteria for a partnership. They have received notice the grant was approved for 2019. The attached exhibit shows the proposed improvements. Hennepin County Transportation Engineer Bob Byers will attend the meeting to discuss this project. Staff has researched the type of equipment and software that could be considered for paperless agendas, costs, savings, and the advantages of paperless agenda packets. The agenda packet would be available earlier than the traditional paper packet allowing more time for Council to review the agenda items. The City currently uses the Granicus software for the Council meetings and this is an opportunity to take advantage of the ilegislate application already included with Granicus. Council would be able to use android or Wad tablets with ilegislate. However some features will not work on an android tablet. The following information is attached for Council review: • Council Agenda Packet Content • Previous Paperless Agenda Discussion Notes • Cost Comparison Paper vs Electronic • Granicus and ilegislate software • Android and Wad Tablet Pricing Staff Recommendation Staff recommends moving forward with electronic packets using an android or iPad tablet. The cost per tablet will be determined by the tablet features desired. Granicus software is recommended for downloading the agenda to take advantage of the ilegislate application at no additional fee. Agenda Packets: 1. Content a. Does Council want all the background they receive (in particular with planning items)? b. Does Council have time to read 300-400 pages? Is the volume too high? c. What information does Council find valuable: (some is legally required) d. Should the Council Memo be reformatted? Paperless Agendas: Previous Discussion Notes for Paperless Agenda Packets: Tablets would provide several advantages: a. Environmentally friendly — the growing trend is to "go green" by adopting Earth - friendly behaviors, policies, and technologies b. Saves time and expense of copying and delivery c. Easily accessible - available electronically from anywhere there is Wi-Fi access. Access to previous meeting agendas, as well as other documents such as the City Code or Comp Plan, could be stored locally. 2. Equipment to purchase a. Features • Capability to connect to City domain. should the computer be used by staff at a future date • Wireless — built-in wireless access • Consultants (Attorney and Engineer) would be responsible for their own packets and computers b. Download packet from the City website — Additional or confidential documents could be emailed, or possibly a second area on the City's website that would require a password b. Download packet from Granicus using ilegislate software c. Drop Box 5. Printing a. Printing is the responsibility of the Council Member — no printer, ink or paper would is provided by the City; the idea is to encourage true paperless agendas. b. One public packet and one official packet would still be paper; the Recorder may or may not need an additional printed packet. 6. Training a. Accessing packet b. Tools for taking notes 7. Personal use of City -issued computers if City purchases tablets a. Personal use should generally not be allowed. • The public would not expect to pay for computers for personal use through tax dollars. • All files on the computer are subject to discovery if there were ever a data request. 8. Support a. As City provided tools, the Council Members should have an expectation that the City/IT department provide support if/when a problem arises. b. Home visits, if necessary, would be scheduled during regular City office hours if possible.
