As your Department indicated in your recent mail correspondence, I am in the process of replacing an old deck at the rear of my home. Your letter indicated I need to submit an application for a building permit, along with my building plans. You requested these items be delivered by May, 8th 2013. As we had discussed, the unseasonable weather has created some challenges. Lyle, Attached you will find the building permit application, building plans and other required information. As mentioned in our April phone conversation, this past autumn, I began replacing an aging decking system off the back of my home. I have since become a bit more familiar with the requirements relating to deck building permits in our city. The old deck consisted of three basic parts; one island and two walk-outs (1-from the screen porch and 1-from the back door). My intent is/was to replace the two walk-outs, eliminate the island and run the deck the full length of the back of the house. As you are aware, some of the work on the deck project had been completed absent the proper permitting, including; the screen porch walk-out and the deck across the back of the house. I have not begun the walk-out off the back door(photos attached). I recognize this may be a concern for your department. I hope this narrative will provide you some reassurance. In reviewing your on-line "deck information sheet", it appears the portion of the deck I have built so far closely conforms to the structural guides in your literature. However, several footings had been poured without your visual inspection. Though I am confident these footings were dug to exceed the 42" minimum depth, the bottom flare of 16"-18" may be pushing the Intermediate Footing size, based on your table. Building materials: All lumber is green treated. Deck screws are exterior coated deck screws. All fasteners are galvanized. Joist hangers are appropriate to joist size. The screen porch walk-out was built using the two existing footings, pinned at the footing to a 6X6 timber. It is over 30"off the ground and has been built with a 36" railing and spindles spaced slightly less than 4" apart. The 2X10(16"oc)joists cantilever the double 2X10 beam by less than 2-feet. The outer end of the deck is 20'wide,with a 4'X5' staircase placed on a 90 degree angle. The deck is built with 2X10, 16oc joists,spanning 13.5'to the beam with a 1.5'cantilever.The joists are supported by a tripled 2X10 beam. The main beam sits on three,8"flared to 16"-18"footings. The three main footings are spaced 9'oc. There is a fourth footing which supports the doubled 2X10 beam for the stair case (see attached plans). The main beam sits flat on two of the three footings and on the third, a six inch high, 6X6 pinned post on the footing(as shown above). The deck is fastened to the concrete foundation with 3/8 galv lag-screw/lag shield anchors,with rows of two lags spaced not more than 20". The joists are fastened to the ledger using appropriate sized 2X10 hangers. The main deck is less than 30"from the ground. Although not required, a railing has been included on the front(see attached photos). The staircase is 5'wide X 4'long. It is built with 4 stringers and a 2X12 skirt. The rise is 7%".The run is 12.6".The railing will need a hand rail attached. The back door walk-out has not been built. The deck is about 12" off the ground. This deck sits in a corner location with house foundation on two sides. The current deck is 6'X8'and has a ledger attached to the foundation on two sides. The foundation ledger(s)supports three corners of the square,and one poured footing is supporting the fourth corner. I would like to use the same design only expand the length of this deck to 10'X8', requiring a new footing. However,this is dependent on the utility locate, for the underground electric service enters in this area. in the event the utility prevents enlarging the deck, I would like to use the existing footing. The new deck will be of 2X8 construction,with a double 2X8 rim. if you have any questions or concerns, I can be reached at 952-826-0490. Our wetland map indicated there was an unclassified wetland on your property. We worked with the Minnehaha Creek Watershed District and they determined there is no wetland present. Your application is incomplete. The following items must be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Certificate of Survey. The survey submitted with the application is dated 12-1-78. The survey submitted does not show any pre-existing decks Please provide 2 copies of an updated, full size certificate of survey which meets all of the City's survey standards (enclosed) indicating the location of the decks. 2. Hardcover Calculations. The property is located in Tier 2 of the Stormwater Quality Overlay District. Please have the surveyor prepare hardcover calculations showing existing hardcover.
