determined that it is located in a jurisdiction that will not be administering the building code for this project.
According to M.S. 1613.61 Sub.la,the Commissioner,shall administer and enforce the State Building Code as a
municipality. Therefore,please be aware that CONSTRUCTION MAY NOT BEGIN UNTIL BOTH PLAN
APPROVAL AND REQUIRED PERMITS ARE FIRST OBTAINED FROM THIS OFFICE.
Please complete the enclosed "Application for Plan Review" (if not yet submitted)and return it along with all
required application materials. We will review the documents for compliance with the Minnesota Building Code and
issue a Plan Review Report. When compliance has been achieved,we will issue a Plan Review Complete letter.A
"Building Permit Application" is also enclosed. The owner or authorized agent acting on behalf of and contractually
for the owner must complete and return the building permit application and fee to obtain a building permit. An

SCOPE: This review is limited to the design of this particular project only insofar as the provisions of the
Minnesota Plumbing Code, as amended, apply, and does not cover the water supply or sewerage system to which
this plumbing system is connected. The review is based upon the supposition that the data on which the design is
based are correct,and that necessary legal authority has been obtained to construct the project. The
responsibility for the design of structural features and the efficiency of equipment must be taken by the project
designer. Approval is contingent upon satisfactory disposition of any requirements included in this report.
Special care should be taken to insure that the material and installation of the plumbing system are in accordance
with the provisions of the Minnesota Plumbing Code. A copy of the approved plans and specifications should
be retained at the project location for future reference.
INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of
the Minnesota Plumbing Code. As specified in Minnesota Rules,part 4715.2830,no plumbing work may be
covered prior to completing the required tests and inspections. Provisions must be made for applying an air test
at the time of the roughing-in inspection as outlined in Minnesota Rules,part 4715.2820, subpart 2,of the code. -
A manometer test,as specified in Minnesota Rules,part 4715.2820, subpart 3,is required at the time of the
finished plumbing inspection. It is the responsibility of the contractor/installer to notify the Minnesota
Department of Labor and Industry when an installation for a state contract job, licensed facility,or project in an
area where there is no local administrative authority is ready for an inspection and test. To schedule inspections,
contact the state plumbing standards representative for your region, or call Jim Peterson at 651/284-5889.
REQUIREMENT(S):
1. Verify that the existing water supply and waste systems are sized to accommodate the added fixtures(see
Minnesota Rules,part 4715.3700 and part 4715.2310).
2. Changes in direction in drainage piping must be made by appropriate use of wyes and bends. Sanitary tees
are not allowed where the direction of flow changes from either vertical to horizontal or horizontal to
horizontal(see Minnesota Rules,part 4715.2410).
3. The pumped discharge piping from the Area B mechanical room sump basin is shown connecting to a
horizontal sanitary piping.Verify that the following requirements are met:
a. Fixture unit values for flow into the drainage system from a pump or sewage ejector shall be computed
on the basis of one fixture unit for each gallon per minute flow(see Minnesota Rules,part 4715.2300).
Thus,the existing 4-inch sanitary branch shall be sized to accommodate the additional 40 drainage
fixture units provided by the sump pump(see Minnesota Rules,part 4715.2310). A maximum of 160
drainage fixture units are allowed on a 4-inch sanitary branch.

b. The method of connection to the horizontal gravity line shall be from the top through a wye branch
fitting(see Minnesota Rules,part 4715.2440, subpart 2).
4. Verify that the new vent that will be provided for the existing floor drain in the lower elevation area in
Room No.B002 is taken off above the centerline of the pipe and rises ertically, or within 45 degrees of the
vertical,to a point at least 6 inches above the floor before offsetting horizontally(see Minnesota Rules,
part 4715.2540,subpart 2).It appears that the vent shown on Sheet No M202-R2-3 is flat vented.Refer to
the Venting of Floor Drains handout for additional information.
5. The plans show that some fixtures will be connected to existing waste d vent piping nearby.Verify that
these fixtures are trapped and vented in accordance with Minnesota R les,part 4715.2620.
6. Verify that the building is served by a full-sized vent stack that is continuous in size from its base to its
terminal(see Minnesota Rules,part 4715.2520, subpart 1).
8. Verify that the following cleanout requirements are met:
a. Each horizontal drain branch,including floor drain branches, shall be provided with a cleanout at its
upper terminal,except that a fixture trap or a fixture with an integi al trap,readily removable without
disturbing concealed piping,may be accepted as a cleanout equivalent for this purpose(see Minnesota
Rules,part 4715.1000).
b. Cleanouts shall be of the same nominal size as the pipes they serve up to 4 inches in size(see Minnesota
Rules,part 4715.1010). A cleanout must be installed where there 's an increase in pipe size from
2 inches to 3 inches and from 3 inches to 4 inches.
9. It is recommended that a cleanout be provided where new waste and v nt piping connects with existing
plumbing to facilitate required testing of the new installation.
10. Showers and combination showers-baths shall be equipped with anti-s ald control valves. These valves
must be of the thermostatic or pressure balance type in accordance with ANSI/ASSE Standard 1016-96(see
Minnesota Rules,part 4715.1380,subpart 5). The installer must verifY that the maximum temperature
setting from the factory is set or adjusted in accordance with the stand rd. It is recommended that the
maximum setting of the discharge temperature does not exceed 110 degrees F.
11. The pipe hanger and support spacing requirements listed in Details 814 do not comply with Minnesota
Rules,part 4715.1430.Above-grade horizontal plumbing piping must be supported as follows(see
Minnesota Rules,part 4715.1430,subpart 4):
a. Plastic pipe: at least every 32 inches.
b. Cast-iron: at least every 5 feet; or 10 feet when ten foot lengths of pipe are used.
c. Copper tubing(1'/4-inch or less): at least every 6 feet.
d. Copper tubing(1%i-inch or over): at least every 10 feet.
12. In all buildings other than dwellings,shutoff valves shall be installed hich permit the water supply to all
equipment in each separate room or to each individual fixture to be sh at off without interference with the
water supply to any other room or portion of the building(see Minnes 3ta Rules,part 4715.1800, subpart 6).

13. The Water Heater Flow Diagram, 16/M814,shows that a heat exchanger will be provided for domestic
water heating. The double-wall heat exchanger must be designed in a way that any failure of a single wall
will allow discharge to the atmosphere of the heat transfer medium or potable water contained by the wall.
The discharge location must be visible to the operator or owner,and located so that no hazards are created
by the discharge(see Minnesota Rules,part 4715.1941, subpart 2).
14. Equipment used for heating water or storing hot water shall be protected by approved safety devices in
accordance with Minnesota Rules,part 4715.2210 and part 4715.2230. Verify that a temperature and
pressure relief valve is provided for the water heater.
15. Materials used for the plumbing system shall comply with the standards set forth in the Minnesota Plumbing
Code(see Minnesota Rules,part 4715.0420). Verify that the following pipe material requirements are met:
a. PVC plastic pipe used for the drain,waste,and vent system shall comply with ASTM Standard D2665,
D2949 or F891 (see Minnesota Rules,part 4715.0570 through part 4715.0600).
b. Solvent weld joints in PVC and CPVC pipe must include use of a primer which is of contrasting color to
the pipe and cement. A one-step solvent cement complying with ASTM Standard F493 or D2846 may
be used for CPVC joints(see Minnesota Rules,part 4715.0810,subpart 2).
c. Verify that the service weight cast-iron pipe used for the drainage,waste, and vent piping complies with
ASTM Standard A 74(see Minnesota Rules,part 4715.0570 through part 4715.0600).
d. ASTM Standard D1785 PVC pipe is only approved for underground storm water piping in sizes
between 14 inches and 24 inches(see Minnesota Rules,part 4715.0550).
16. The plumbing system shall be tested in accordance with Minnesota Rules,part 4715.2820.
NOTE(S):
1. The scope of this project consists of the renovations to an elementary/intermediate school.The plumbing
includes the following:
a. Area A-Replace several water closets and electric water coolers.Provide two sinks and two teacher's
stations.Relocate the domestic water mains to the main level.
b. Area B-Replace several electric water coolers.Provide sixteen floor drains, five water closets,one
urinal, one electric water cooler,one sink,and six lavatories.Provide a new sump for the floor drains
located at the lowest elevation in Room No.B002 and connect the pumped discharge piping to the
existing 4-inch sanitary piping in Room No.B007.Provide a new drain tile sump in Room No.B002
and connect the pumped discharge piping to the existing storm water riser before it leaves the building.
Replace the existing water heaters with a double wall heat exchanger connected to the heating water
system.
c. Area C-Replace the water softener,the water meter,and several electric water coolers and sinks.
d. Area D-Replace one urinal,twenty shower valves,and several lavatories.The lavatories will be
replaced with new multi-user wash fountains.Provide four floor drains,three water closets, one sink,
and three lavatories.
e. Area E-Replace two multi-user wash fountains,one mop sink, one electric water cooler,and four sinks.
Provide one electric water cooler and one hose bib.Modify storm water piping to route two roof drains
along east perimeter to new discharge locations.Relocate the domestic water mains to the main level.

f. Area F-Replace four multi-user wash fountains,two electric water coolers, four urinals,eight water
closets,and four sinks.Provide six floor drains,three lavatories,Iwo water closets,and one sink.
Relocate the domestic water mains to the main level.
g. Area G-Replace one multi-user wash fountain,one electric water cooler,two water closets,one mop
sink,and eight sinks.Provide one floor drain,one multi-user was fountain,two water closets,two
urinals, four hose bibs, and one sink.Relocate the domestic watei mains to the main level.
2. This facility is served by existing municipal sewer and water services
Authorization for construction in accordance with the approved plans maybe withdrawn if construction is not
undertaken within a period of two years. The fact that the plans have bee approved does not necessarily mean
that recommendations or requirements for change will not be made at som later time when changed conditions,
additional information,or advanced knowledge make improvements neces 3ary.
