RE: Herman &Marilyn Crawford Res dence 4745 North Shore Drive Mound, MN Commission No. 98166 The purpose of this memorandum is to inquire on the status of the letter regarding the review of this residence. 1. The Crawford residence was damaged by a windstorm in May. 2. It came to my attention that some pending Code items existed on this residence. 3. I met with the City Building Inspections personnel on July 30, 1998. 4. A site visit consisted of an on-site review of the structure in its present condition. The City personnel agreed to write a letter to the Crawfords with a copy to me regarding the Code compliance items and as they relate to the storm damage building permit issues. 5. It is my understanding that this letter is forthcoming and I am writing only to respectfully request expediting the completion of the letter and advise us of its schedule. Time is of the essence as the Crawfords have been without the use of their home for some time. RE: Herman &Marilyn Crawford esidence 4745 North Shore Drive Orono,MN Commission No. 98166 The purpose of this memorandum is to address the schedule of this project. 1. The City of Orono letter dated August 17, 1998, was received by me yesterday by messenger. The letter addresses the issues with respect to building permits and construction on this site. 2. At the time of our joint inspection, I respectfully requested that the City of Orono address occupancy of the structure. Paragraph 1 of page 2 addresses this issue. 3. Paragraph 2 potentially authorizes work to proceed installing a roof replacement. 4. We had done some preliminary detailing with respect to the roof installation. These drafts are enclosed for discussion. I suggest that we finalize these details and proceed with the roof work. 5. Further, I suggest that we meet with the contractor to discuss this work and additional work. 6. Additionally, I suggest that I prepare a storm damage report followed by structural engineering required to verify the structural soundness of the constructed items. This activity should be coordinated with the City of Orono. 7. I suggest we meet at a mutually agreeable earliest convenience. If you have any questions, please contact me. Dahlmeier Engineering Inc. 1 RE: Herman & Marilyn Crawford Residence 4745 North Shore Drive Orono, MN Commission No. 98166 The purpose of this memorandum is to record proposed changes for roof repair and document phone conversation decisions. 1. It was agreed that the height of the bearing wall at the east end of the new roof can be adjusted as long as room for proper flashing exists. 2. Instead of two 1-3/4" x 9-1/4" microlams at all openings in the second story, it was agreed that two microlams, 1-3/4" x 9-1/4", could be installed on top of the existing second story plate with a double plate installed on top of the microlams. Splices in the new microlams should not occur over openings in the second story. 3. Construction is proceeding and the roof structure will be in place some time this week. 4. I will be inspecting the structural portions of the roof repair and replacement. 5. You will make arrangements with the City to inspect other aspects including insulation, ventilation and other requirements. If you have any questions, please contact me. RE: Herman &Marilyn Crawford Residence 4745 North Shore Drive Orono,MN ' Commission No. 98166 The purpose of this memorandum is to clarify the roof repair items. 1. J. H. Dahlmeier Engineering Inc. faxed to you, preliminary roof repair engineering and details on Friday, September 11, 1998. 2. 2" x 12" @ 16" O.C. are shown as the roof system. These are structurally adequate, however, may not allow enough space for insulation and ventilation requirements. TJI's-.could be used instead. 3. Certified roof repair design requirements are attached consisting of S-1, S-2 .and S-3 dated .. 9/15/98. 4. Since you have received a permit for this work, I will send a copy of this directly to the City for their files and use in inspections. 5. I will discuss inspections with the City as we discussed. October 13, 1998 Herman and Marilyn Crawford 4745 North Shore Drive Orono, MN 55364 RE: Herman & Marilyn Crawford Residence 4745 North Shore Drive Orono, MN Commission No. 98166 Dear Mr. & Mrs. Crawford: The purpose of this letter is to report the findings of a special inspection regarding this project. BACKGROUND J. H. Dahlmeier Engineering Inc. prepared a letter report regarding storm damage. Construction documents dated 9-7-98 were provided for reconstruction of the roof. OBSERVATIONS AND COMMENTS 1. A special inspection was conducted by John H. Dahlmeier of J. H. Dahlmeier Engineering Inc. on October 8, 1998, to review construction progress with respect to structural elements. 2. The following observations were made: a. The roof joists have been set over the second floor bedroom areas. b. Simpson H-I's have been installed with nails missing. C. The east bearing wall is continuous from floor to joist bearing with no interruption from the east roof joist. d. No metal strip has been installed nor needed at east bearing walls because the condition does not exist as shown. e. The joist extends about 2 feet beyond the west bearing wall. f. Some lintels have been set in place. g. Lintels are two 1-3/4" x 9-1/4" microlams as shown on the documents. h. The following additional work will be required to complete a complete structural system: a. Install nails in all holes of Simpson anchors. b. Complete lintel system using two 1-3/4"x 9-1/4"microlams for all openings. C. Provide frost footing protection at foundation at lower level. 4. No oxher.significant deviations were noted. 5. Box 66 Orono, MN 55356 Crystal Bay, MN 55323.0066 August 17, 1998 Mr. Herman Crawford 4745 North Shore Drive Mound,Minnesota 55364 Dear Mr. Crawford A recent inspection of your property revealed a variety of problems which are difficult to sort out. A building permit was taken out in 1976 for a second story addition on the lake side of your residence. Work has apparently continued since that time on a wide range of projects, some of which were approved by the City of Orono, many which were not. Our records do not indicate that any inspections were ever done. We,therefore,have no idea whether any of the framing you have done is adequate to meet Building Code. It is clear that much of what is visible is extremely substandard and potentially hazardous as well (the temporary windows and the stairways for example),and represents a work in progress, certainly not a finished product. The following is an attempt to break things down into categories to find a starting point: 1. Work which was approved in 1976 building permit but not inspected. These areas must be opened up to expose the framing for inspection. Included in this category are: a. Two level lakeside deck. b. Second floor addition closest to the lake,including roof which blew off in the May storm. C. Basement stairs. 2. Additions and remodeling which have never been approved and must have City approval and possibly variances before work on them can continue: a. Enclosure of any portion of decks (only open decks were approved). b. Two grossly substandard stairs to second story. C. Installation of second floor roof on north portion of house higher than approved plans creating additional living space which was, of course, not approved. d. Exterior decks on east side of house. Remodeling of main floor of north half of house. g. All plumbing,electrical and mechanical work. To get this project moving and prevent further damage, the City suggests the following order of events: 1. Allow the Crawfords to continue living in the house. They have lived in the house throughout the remodeling and there is no more hazard now than during other construction. 2. Reframe and shingle the roof which blew away if the structural engineer finds that framing of lake side addition can be corrected to support this roof. This roof must be built according to 1976 plans but meet current Building and Energy Codes. 3. Proceed with approval and inspection of items listed above. All work which has not been previously approved must meet not only current Building Codes but current Zoning Codes for the City of Orono as well. I hope this letter serves as a starting point for discussion. Please call me to discuss questions and comments. The City will be as flexible as we can to get the house back to water tight. However, this project is in dire need of direction and must meet all current standards before any other permits will be issued. Sinc ely, efw Bruce L.
