Dear Mrs. Sutterlund:
On 8-7-91 I was called to your property to inspect WaThe
damage in the kitchen ceiling and in the bedroom closet.
kitchen ceiling was water stained around the light fixture, the
carpet in the closet was mildewed and stained, and the haseboard
of the west wall was wet and rotting. The resident introducea
herself as "Candyce Anderson the renter".
The City has records dating back to 1972 stating that the
home is in a single family residential zone and that you are in
violation of the zoning code by renting out this basement
apartment.
Therefore, the City must again require you to cease the use
of the rental apartment. Please call as soon as possible to set
up a meeting on site to discuss how to make this a legal use.

Dear Mrs. Sutterlund:
This letter is to follow up on our meeting of 8/21/91. As
you are aware your home is located in a Single Family Zone and
renting out an apartment is not allowed. There is no recourse
for you. Staff can not allow it to continue and City Council can
not grant a variance. Therefore, you must cease this use
immediately. Staff will be conducting inspections periodically
to verify the apartment is not rented. Violation of thi�s code
section is a misdemeanor and punishable by up to a $700.00 fine
and/or 90 days in jail.

NOTICE OF ZONING VIOLATION

Conditions exist on the indicated property which constitute a violation of the following section(s)of the
Orono Zoning Ordinance:
SECTION 9.50. JUNSCARS,FURMTURE,HOZISEHOLD FURNISHINGSAND
APPLIANCES STORED ON PUBLIC OR PRIVATE PROPERTY.
It is unlawful to park or store any unlicenced, unregistered or inoperable motor vehicle lacking
essential parts, household furnishings or appliances, or parts or components thereof, on any
property,public or private,unless housed within a lawfully erected building. Any violation of this
Section is declazed to be a nuisance and upon seven days written notice to the owner,as shown by
the records in the office of the County Auditor, of private premises on which such material is
found, the City may remove the same and certify the cost of such removal as any other special
assessment. For the purpose of this Section, an inoperable motor vehicle shall be defined as
lacking, including but not limited to,parts essential to operation, such parts being wheels,tires,
motor, drive train, battery, or having two or more flat tires, or having the interior, including the
driver's position,used for storage in such a manner that no person can operate the vehicle.
X SECTION 9.55. MAINTENANCE OFPRIVATE PROPERTY.
SUBD. 1. It is the duty of the owner of every vacant property and the owner and occupant of every
occupied property to maintain same in a neat, clean and presenta.ble manner free of any junk,
debris,refuse,litter,dead trees,or noxious weeds,and to remove all other public health or safety
hazards therefrom.

SUBD. 2. Grass and Weeds. The owner or occupant of every lot or pazcel shall regularly
cut or otherwise maintain all grass and weeds thereon at a height of not more than six(6) inches.
SUBD.3. Any violation of this section is declared to be a nuisance and public safety and welfare `
hazard and upon seven days written notice to the owner,as shown by the records of the o�ce of
the County Auditor, of private premises on which such material is found or any conditions in
violation of this code section exist, the City may remove the same or correct any conditions in
violation, and certify the cost of such removals or corrections as any other special assessment.

Dear Ms. Setterlund:
I am writing as a follow-up to my site inspection of your property on June 6, 2006. The
water tower has been dismantled and ha.uled away and the storm damaged tree has been
removed as you had indicated in our phone conversation. I appreciate your timeliness of
the clean-up and in letting me know when it was done. I do have a few concerns that
need to be addressed before this matter can be closed.
I did not see a well pipe underside of the water tower. I assume the water tower was
filled from the lake and not from a well. If this is incorrect and there is still a well under
the water tower area, you need to arrange with a well driller to seal the well properly.
This abandonment should be submitted to this office. I also noticed that the lawn needed
to be mowed and the weeds trimmed. Please have the lawn mowed ASAP and provide
the City with a copy of the abandoned well log from the well driller if a well did exist.
