RE: 4415 North Shore Drive
Building Permit#2010-01195/As-Built Survey Review
The City received an as-built survey for 4415 North Shore Drive, dated September 8, 2011. The City
Engineer has reviewed the as-built survey compared to the approved building permit survey (Permit
#2010-01195). Their comment memos are attached. Additionally, the following issues have been
identified and must be resolved prior to issuance of a certificate of occupancy (C.O.):
✓ Unapproved hardcover, consisting of a retaining wall and stone steps, was added within in the
0-75' zone. The retaining wall must be removed. The stairs are a considered permitted
hardcover, however should have been approved.
✓ At the time of permit, hardcover within the 75' to 250' zone was limited to 9,160 square feet or
24.6% plus the existing boat house within the 0 to 75' zone for a total of 24.6%. The as-built
hardcover level within the 75'to 250' zone is showrn as 9,516 square feet plus the 0-75' zone
hardcover of 309 square feet. The result is 75' to 250' hardcover at 25.7%; 0.7% over the
allowed level. Hardcover must be removed to reach 25%.
✓ Unapproved retaining walls were constructed which encroach within five feet of adjacent
property lines. These retaining wrall encroachments are not allowed.
✓ Field changes were made during construction without prior approval. Those changes are
detailed within the City Engineer's comments and appear to largely consist of driveway,
retaining walls, stone walls, and grading.
The site does not conform to the approved plan submitted with building permit#2010-01195; therefore
a C.O. will not be issued at this time. In order to obtain a C.O. for the project all unpermitted hardcover
and unapproved retaining walls which do not meet the required 5-foot setback from property lines must
be removed; and all identified grading plan issues must be resolved. Please contact me with any

Dear Melanie:
We have reviewed the as-built plans for 4415 North Shore Drive. The plan is dated 9-8-11. We
have the following comments with regards to engineering matters:
• The approved grading plan dated 1-i1-11 was not followed and we have concerns
regarding additional drainage being directed to 4423 North Shore Drive to the west.
• Additional information such as spot elevations and drainage calcutations may show the 1-
11-11 pianned drainage patterns are still being achieved. Drainage calculations should
show that there would be no increase in the amount of runoff crossing the west lot line.
• If additional spot elevations and calculations show increased runoff to the adjacent
properly,we would recommend a new grading plan be submitted showing how this issue
is addressed.
• We have attached our review letter dated 1-10-11 expressing the above concerns on
prior plan submittals.
• Retaining walls constructed within five feet of lot lines must be relocated or removed.

Dear Melanie:
We have reviewed the revised plans for the proposed new home construction at 4415 North
Shore Drive. The plan is dated 12-16-10. We have the following comments with regards to
engineering matters:
• With the current pian, it appears there is potential for a larger portion of runoff to be
directed to the north. To maintain euisting drainage patterns, the grading plan should be
clarified so that runoff north of the house and on the east half of the proposed driveway
will be directed to the swale along the east edge of the property. This can be
accomplished either by showing a high point in the proposed driveway to the south of
the existing 954 contour, or by grading a cross-slope ir�to the driveway such that runoff
will be directed to the east.
