**NOTE CHANGE** Before scheduling an exterior insulation and/or drain tile inspection, a
foundation as-built survey must be submitted and approved by the City or a Stop Work order
will be issued.
Schedule a minimum of one hour for the framing inspection.
Erosion control mechanisms must be installed and inspected by the City prior to any land
disturbing activities. The contractor must provide a minimum of a 24 hour notice prior to
inspection.
Erosion control shall be installed and maintained throughout the entire project and must
remain until vegetation has been established.
A haul route shall be submitted to the City Engineer for approval and inspection prior to
commencement of hauling from the site.The property owner shall be responsible for cleaning
and repair of roadways for any adverse impacts.
No underground sewer within 20 feet of well.
Prior to the issuance of a Certificate of Occupancy an as-built survey and hardcover calculations
must be submitted and approved.
In the event of winter or other extended unfavorable weather conditions(which prevent the
completion of the exterior improvements and/or as-built survey) a Temporary Certificate of
Occupancy(TCO) may be necessary. A TCO requires a $10,000 escrow.
Advisory Comments
Any changes to the exterior/landscaping improvements, i.e. patios,grading, sidewalks, retaining
walls, etc. not currently shown on the approved survey and landscaping plan will require a
separate Zoning Permit application to be submitted and approved prior to the work
commencing.
Any retaining walls that are over 4-feet in height or tiered walls not separated by twice of the
height of the lower wall require engineered plans and a building permit to be submitted and
approved prior to construction.

On December 27, 2017 the City received a building permit application for a new single family home. Staff conducted a
preliminary review based on the information provided and recommends the following items be submitted or revised in
order for your application to be considered complete and for the plan review to continue:
1. Certificate of Survey. A survey dated June 9, 2017 was submitted with the application. Please provide two
copies of an updated, full-size certificate of survey which meets all of the City's survey standards (enclosed)
addressing the following comments:
a. The survey should accurately show the third bedroom,4-season porch and deck.
b. Cantilever on the rear of the house should be shown.
c. Show the location of the well.
d. A sidewalk is required from the driveway to the front door.
e. Landings for service doors and stairs should be shown.
2. Hardscape Plan. Prior to the issuance of the building permit a hardscape plan must be submitted showing all
the proposed exterior/landscaping improvements,i.e. patios,grading,sidewalks, retaining walls,etc. The plan
should include the name of the individual performing the work. Any proposed patios, grading, sidewalks,
rectif
retaining walls shown on the hardscape should also be reflected on the survey. ^' Sn AIL
3. Hardcover Calculations. The property is located in Tier 2 of the Stormwater Quality Overlay District which
allows 30% of the property to be covered in hardcover. Please have the hardcover calculations updated to
address the following comments:
a. The front porch is shown as 66 sf when actually it's 104 sf.
b. Accurate square footage of house including third bedroom.
c. Sidewalks, landings, etc.
For your reference enclosed is a copy of the City's hardcover information packet.
It is recommended the property owner consider adjusting the driveway so as not to encroach onto the neighboring
property. Also this plan does not depict proposed work with the railway ROW however it does depict existing
encroachments. Any future encroachments should be coordinated with the Hennepin County Railroad Authority.
Separate permits are required for sewer disconnection and reconnection.

I've reviewed the subject plan stamped it approved and offer the following comments:
1. Separate utility permits are required for the sewer disconnection and connection.
2. Recommend that the applicant consider adjusting the driveway so as to no encroach on the neighbor's
property.
3. The plan does not depict any work within the railway ROW however it does depict existing
encroachments. Encroachments should be coordinated with the Hennepin County Railroad Authority.
Perimeter sediment control measures must be installed by the contractor and inspected by the City prior to any
work, including demolition. Contractor must provide minimum 24 hour notice prior to inspection.

We received a demolition permit and building plans for 3286 Navarre Lane. Questions/comments:
• Existing driveway for 3286 Navarre Lane is across the property addressed 3290 Navarre Lane. Do we request
they provide us with an easement for driveway access or to move the driveway onto their property?
• I don't believe they have City water. Need well location shown.
• Bedroom#3 and 4-season porch needs to be identified on the survey included in the hardcover calculation.
• Rear cantilevers need to be shown on the survey.
• Front Porch is 104 sf on 66. Hardcover calculations need to be updated.
• Need landscape plan—need to show landings for service doors and stairs
• Need to show a sidewalk from driveway to front door
• Do we need to inform them the existing landscaping and hardcover outside their property boundary is not
approved and the Hennepin County Regional Railroad Authority may require remove and/or restore at any
time?

This permit is not transferable without District approval, and is valid to the date of expiration. No
activity is authorized beyond the expiration date. If the permittee requires more time to complete
the project, an application for renewal of the permit must be received by the District at least 30
days before expiration.
The applicant is responsible for compliance with all District Rules and for the action of their
representatives, contractors, and employees.
Conditions: Project to be completed as described in plans submitted to the
MCWD office on December 19th, 2017 according to the provisions of this permit.
• Properly install and maintain all required erosion control measures until the
disturbed areas are re-stabilized
• Notify MCWD in writing upon completing installation of perimeter and
sedimentation controls
• When the site is re-stabilized and the MCWD staff has performed a final
inspection, all perimeter control must be removed

Inspection/Analysis/Monitoring Fees
A site inspection and monitoring by District staff will be performed where the activity involves:
• a commercial/industrial/multi-family residential development
• a single family residential development greater than 5 acres or of any size if within the
Minnehaha Creek subwatershed •
• any alteration of a floodplain or wetland
• dredging within the beds, banks or shores of any protected water or wetland
• a violation
• any project which in the judgment of the District staff should be inspected due to project
location, scope, or construction techniques
In these cases, the applicant shall pay to the District a fee equal to the actual costs of field
inspection of the work, including investigation of the area affected by the work, analysis of the
work, and any subsequent monitoring of the work, which in the case of a violation shall be at
least $35.
