The right-of-way adj acent to your property,which you refer to as afire lane,was created and dedicated to the public as`Crystal Street' as part of the plat of"Shady- wood"in 1893. It retains its status as a 33'wide public right-of-way,and appears on County plat maps as an eastward extension of the south half North Shore Drive. The City does not have the right to sell this parcel to anyone.Because`Crystal Street'was dedicated to the public use fmm the plat of Shadywood,the only way it can become non-public is via a street vacation process,in which the City Council would have to conclude that the right-of-way serves no present or future public purpose. If the City vacated the right-of-way,it would by law revert back to the adj acent underlying owner from the plat in which it was originally dedicated,i.e.the owners of Lot 1,Block 1,Shadywood(the owners of 3705 North Shore Drive).In answer to your query as to whether you would have an equal opportunity to bid on the parcel,the answer is no. However,I can assure you that the City has no intent to vacate this right-of-way. I am enclosing an excerpt � from the Orono Community Management Plan which establishes that the existing and potential access points to Lake Minnetonka are very dear,and even though they may have no current public uses,we cannot predict what public uses they may serve in the future.
