Monday, October 9, 2017
Council Chambers 5:30 p.m.
PRESENT: Mayor Dennis Walsh, Council Members Aaron Printup, Richard F. Crosby II
and Wendy Dankey. Representing staff were City Administrator Dustin Rief, Director of
Public Works/City Engineer Adam Edwards and City Clerk Anna Carlson. Representing
Bolton&Menk were Chris Chromy Principal Transportation Engineer and David Martini
Principal Engineer.
Victoria Seals was absent.
Meeting Start Time: 5:45 p.m.
1. Administrator's Update
City Administrator Dustin Rief presented the Council with an update highlighting the first 30
days of his employrnent with the City. Rief has been able to meet with members of all
commissions, surrounding administrators, and others since he began in the end of August. Rief
has also gained insight to the city's internal departmental processes.
Rief noted that he has been working on a negotiations contract with Public Works and Loca149
and is pleased that they are moving along very well and close to finishing it up.
Council Member, Wendy Dankey would like to know how she can find out more about the
contract prior to its introduction to a city council meeting.
Mayor, Dennis Walsh stated that in the past staff initially went through the contract and then it
was brought to the council. It can be tabled, if council does not agree with the contract.
Rief noted that he has been participating in all hiring activities for the Parks and Golfs Course
Supervisor position. They have been discussing the top candidates for the position and are close
to selecting the final candidate.
Rief is currently working with the Leadership Team in developing an overall communications
plan to better improve the organization. Rief noted that he would like to do a goal setting session
with Council.
Rief plans to continue to assess and address potential problem areas as part o�his
communications plan.
2. Old Crystal Bay Road
A. Discuss and Present Concepts and Strategy
Adam Edwards, Dave Martini, and Chris Chromy entered the meeting at 6:25 p.m.
Director of Public Works/City Engineer Adam Edwards presented the Old Crystal Bay Road
item and introduced the Work Session guests.
Edwards mentioned that the city is ready to engage with the school and would like to make sure
the Council is onboard with discussion to be had with the school.
Principal Transportation Engineer, Chris Chromy walked through the project area plans and
layouts. Chromy explained that they have been looking at what the traffic needs are. Densely
spaced driveways; Pedestrian and vehicle conflicts and intersections were some of the first
challenges noticed. Chromy also noted that the peak timeframe used for this study was between
7:00-8:00 a.m. and 2:30-3:30 p.m.
Dankey asked if the timeframe should be 7:00-9:00 a.m.,because of the elementary.
Chromy mentioned that the times represented in the slide are the peak times only. He discussed
various options that are available for remedies. The High school and Middle school area has
been concluded to be the area which seems to have the intersections with the most traffic issues.
Dankey asked if this was current, as the trial project is not shown in the layout. Principal
Engineer, Dave Martini mentioned this demonstration is from prior to the right in, right out trial
project. Slides are showing existing conditions for congestion and on campus congestion and
safety.
Chromy demonstrated three alternatives to the Council. Chromy added that Bolton& Menk
would also like to illustrate issues with the road way to the school and present the alternatives
that could help and manage the traffic issues on Old Crystal Bay Road. No actions were taken at
this meeting.
