REQUEST FOR COUNCIL ACTION
Date:August 11, 2014
Item No._
Department Approval: Administrator Approval: Agenda Section: Engineer Update
Name: Andrew Mack,AI
Title: Community Development Director
Item Description: 3165 North Shore Drive-Review o sit ling&grading work
List of Exhibits:
A. City of Orono Resolution#6315 Approving CUP Planning Case#13-3624
B. Amended Grading Plan Received 8/1/14
C. 8/4/14 Letter from David Martini
D. 4/5/14 Memo from Mark Gronberg
Proiect Backaround: On 8/26/13 the council approved a CUP for filling and grading work on the subject
property(please see attached resolution). The approval specifically authorized a total of 2,267 cubic yards of
fill material on this lake front lot with conditions including an optional review by the Planning Commission and
Council as may be needed and required conformity with the requirements of the city engineer. Extensive
history preceded this work including demolition of a dwelling, approval of a building permit for a new home
that was never completed, and a CUP for the site fills and grading work in 2009 which was never completed.
Proiect Status: Planning& Engineering staff have worked closely with the contractors and adjoining property
owners in efforts to minimize adverse impacts and monitor the work of a protracted site grading and riparian
lot restoration project on the subject property. Following extensive review of the work being conducted this
spring&summer, and based upon a determination made by both the city's consulting engineer, grading
contractor, and the land owner's engineer; changes were made to the approved grading plan while the work
was being completed in the past 2 weeks(please see attached revised grading plan). Dave Martini prepared
the attached letter authorizing the changes to the plan. The site grading work is now complete and the
contractor will be hydro seeding the site to re-establish turf for the disturbed land area. The revised
calculation of fill materials according to the land owner's engineer is 3,800 cubic yards(please see attached e-
mail from Mark Gronberg). This was an increase of 1,533 cubic yards,or approximately 68above the
original plan. The reason for the increase was due to the removal of an existing garage and retaining wall at
the west end of the site thereby allowing for a much more gradual slope of the lot, required redirecting of
drainage away from the adjacent residence to the east down the center of the lot toward the lake, and for
greater ease of lawn maintenance without the severe slopes.
Proiect Review: Due to the changes in the amount of fills, and given the on-going nature of concerns
associated with the work on this site, staff felt it would be appropriate to provide council with an update of
this project. It will be provided by the city's consulting engineer and we will both be prepared to answer any
questions the council may have.
