The plans are dated 2-16-11. We have the following comments with regards to engineering matters: • The sanitary sewer main and service line should be shown on the plans. • We typically recommend that swales maintain at least a 2% slope to facilitate minor variations in final grading. The proposed swale on the lake side of the home is closer to a 1% grade. If this must remain at this flatter grade, we recommended draintile be placed within this swale. • In our stormwater review, we created a HydroCAD model to determine the pre and post construction high water levels of the closed basin west of the proposed home. In a 100- year storm event, the current low point fills with runoff and flows over the neighboring driveway at elevation 933.5. This would appear to cause some water damage to the garage at elevation 933.7. The proposed house, detached garage, and driveway increase the runoff to the existing low point. However, the addition of the pipe draining this area improves the overall drainage situation. A summary of the modeling results is below. The drainage should be directed elsewhere on the property(i.e. outlet drain tile into a raingarden or a vegetated swale with a turf reinforcement mat for energy dissipation to prevent erosion). The outlet of the drain tile should be at least 5-7 feet back from the top of the riprap. Let me know if you have any questions. We have the following reply to the copied responses below. 1. We could locate the manholes in the street and if the city has record plans they may show a location for the service to the property line but between the street and the existing home, I don't know how someone would determine where the existing service line is. I also don't know at this point whether they plan to try to reuse the existing service or put in a new one. If they are putting in a new one we could certainly show a new line down the driveway and into the new home and starting at where the service line should be per the record plans. Response: The reco�d plan is attached and shows both the sewer main and service. A new service line would need to be field re�iewed with public works staff prior to its installation. The existing line would need to be properly abandoneo! 2. We could revisit the site and locate any trees in the 50 foot overlap area and show them to help evaluate how the proposed grading might impact any trees on the neighbor's property. Response: Yes,please include this in the next submiftal. 3. The current topography does extend to 50 feet from the property lines on both sides. We could provide a little more detail in the relatively flat area in front of the neighbor's garage. I asked the city for a copy of the survey submitted when the home on the lot to the southwest was built(in 1989) and they sent it to me this afternoon. I notice two things: (1)There is a high point shown on their grading plan in the saddle in the driveway in front of the garage and it would be good to determine how that wound up being built. That provides an emergency overFlow to the south to a culvert near the neighbor's south line. (2) The topography shown on the grading plan attached by Lot Surveys Company indicates that before this house was built, there was no low spot on our site near the property line but the water just flowed across the site. It may be that there topography was inaccurate or that it was accurate but in the course of building the home, some sand (I understand that the soils on our site are sandy) was borrowed from our site for use as fill on the new home. City of Orono Page 2 201 1-00005 February 7,201 1 Response: The evaluation of the cur�ent plans can not rely on 1989 survey information. The current plan must use current survey information and d�ainage palterns 4. We can eliminate the retaining wall, it was provided to give some flat area on the rip rap before the storm water entered the lake, but we could extend the pipe down to the 930 contour and eliminate the wall, but the outlet would be very close to the lake. In as much as it is an emergency overFlow, water should very seldom flow through it anyway. Response: Thank you. 5. If the Lot Surveys Topography is accurate, the low area west of the proposed home was created by grading and construction of the home on the neighboring lot 22 years ago and thus is not a wetland. I don't know how a wetland delineator could make any determination until the snow is gone and plants are growing so this would be a major delay for my client. Response:Minnehaha Creek Watershed District has jurisdiction ove�wetlands in Orono. It may be possible to meet with the District staff to make a determination without a wetland delineation. 6. I did provide an emergency overflow on the site by a swale graded toward the lake along the southwest property line on my first version of this plan but in a meeting with Orono, Mike Sharratt, my client tells me that Tom Kellog and Melanie objected to this grading and so I don't know how one would provide an onsite emergency overflow, unless the city's position on this has changed. If the driveway on the neighboring house was constructed as proposed,there should be an emergency overFlow in that direction, take a look at the Lot Surveys plan and let me know your thoughts and we could certainly verify how the driveway was built as mentioned above. Response: We understand that the preliminary overland emergency overflow grading is undesirable f�om both the builder's and city's uiewpoints It requires a/arge amount of grading within the 0-75'setback. However, the current plans must dea/with the current site conditions. 7. I would say that storage for two 100 year, back to back events, could not be provided in the small low area especially considering the 2 foot freeboard you requested and the slope needed for flow to the lake. Response:Ideally this storm event could be accommodated with installing parallel piping to the lake and/or enlarging the low area to the north. We would be willing to consider a drainage system that prouides the fo/%wing: a. No increased peak tlows to the neighboring property. b. No increased runoff volume to the neighbonng property. c. No change in the overtlow location on the neighboring property. (this�oute is currently not determined with the existing survey data) d. No impacls to the home o�ga�age at 3105 North Shore Orive. 8. I have attached pages from Orono's City Code 79-7c(2) and we can provide those items but first it would be good to decide just how we are going to address some of the problems above. We have the following comments with regards to engineering matters: • The sanitary sewer main and service line should be shown on the plans. • We typically recommend that swales maintain at least a 2% slope to facilitate minor variations in final grading. The proposed swale on the lake side of the home is closer to a 1%grade. If this must remain at this flatter grade, we recommended draintile be placed within this swale. • The grading and drainage plan relies on grading up to the southwest lot line. This appears to contain a significant amount of trees that may be impacted by the grading. These trees should be shown on the grading plan to better understand the impacts to trees on both sides of the lot line. • Additional survey information should be required to establish more detailed drainage patterns along the lot lines. The current plan does not contain enough information to determine if the proposed drainage is managed on-site. The plans must show existing contours at least 50 feet on to the surrounding properties. • The retaining wall at the lakeshore seems to be unnecessary and should be eliminated. • The existing low point west of the existing home site should be evaluated by the Minnehaha Creek Watershed District to determine if it is a wetland. • Stormwater calculations dealing with runoff volumes and ponding elevations for the area southwest of the proposed home must be submitted. Below are some comments on issues brought up by the city and their consultant. 1. The capacity of the 12 inch PVC emergency overflow pipe at a grade of.71�o is 4.0 cfs based on a Manning's coefficient of 0.010 and Kutter's formula. 2. The 100 year storm event would produce a peak flow of 3.37 cfs from the site to the watershed tributary to the infiltration area after the project. That represents an increase of 0.73 cfs for that watershed in the 100 year event before the project. The rational formula parameters and calculations are shown on the attached "100495 PROPOSED WATERSHEDS Rev 02 0611" drawing and the attached "100495 EXWATERSHEDS" drawing. There is an 0.075 acre area on the neighbor to the northeast that drains into the infiltration area and an area of 0.106 acres on the neighbor to the southwest that flows into the infiltration area and those areas would contribute about an additional 20%by area and would increase the peak flow from the entire area tributary to the infiltration area to about 4.0 cfs. 3. If the emergency overflow were to be partially or completely plugged up,water would rise until it flowed across the neighbor's driveway to the southwest. When the water reached the neighbor's garage floor elevation of 933.7 where damage could begin to occur,the flow across the driveway would be about 0.3 feet deep at its peak and the triangular shaped flow cross section would be about 56 feet wide or 8.4 square feet and would represent an 18 cfs flow, based on a Manning's n value of 0.16 for asphalt and a cross slope of 1%. Note that the driveway is above its summer level by about 0.2 feet due to frost heave as is evidenced by the garage floor, apron elevations. 4. The 12 inch emergency overflow is therefore capable of handling the entire 100 year event flow from the area tributary to the infiltration area. And even if it is plugged the second emergency overflow across the neighbor's driveway would more than handle the flow before damage to the neighbor's home occurred. 5. We have shown significant trees on both neighboring properties in the areas where grading is proposed and beyond and don't notice anywhere that the grading would impact the neighbor's trees to a significant extent. 6. I also don't know at this point whether they plan to try to reuse the existing service or put in a new one. If they are putting in a new one we could certainly show a new line down the driveway and into the new home and starting at where the service line should be per the record plans. We could revisit the site and locate any trees in the 50 foot overlap area and show them to help evaluate how the proposed grading might impact any trees on the neighbor's property. The current topography does extend to 50 feet from the property lines on both sides. We could provide a little more detail in the relatively flat area in front of the neighbor's garage. I asked the city for a copy of the survey submitted when the home on the lot to the southwest was built(in 1989)and they sent it to me this afternoon. I notice two things: (1)There is a high point shown on their grading plan in the saddle in the driveway in front of the garage and it would be good to determine how that wound up being built. That provides an emergency overflow to the south to a culvert near the neighbor's south line. (2) The topography shown on the grading plan attached by Lot Surveys Company indicates that before this house was built,there was no low spot on our site near the property line but the water just flowed across the site. It may be that there topography was inaccurate or that it was accurate but in the course of building the home,some sand (I understand that the soils on our site are sandy)was borrowed from our site for use as fill on the new home. We can eliminate the retaining wall, it was provided to give some flat area on the rip rap before the storm water entered the lake, but we could extend the pipe down to the 930 contour and eliminate the wall, but the outlet would be very close to the lake. In as much as it is an emergency overflow, water should very seldom flow through it anyway. If the Lot Surveys Topography is accurate,the low area west of the proposed home was created by grading and construction of the home on the neighboring lot 22 years ago and thus is not a wetland. I don't know how a wetland delineator could make any determination until the snow is gone and plants are growing so this would be a major delay for my client. I did provide an emergency overflow on the site by a swale graded toward the lake along the southwest property line on my first version of this plan but in a meeting with Orono, Mike Sharratt, my client tells me that Tom Kellog and Melanie objected to this grading and so I don't know how one would provide an onsite emergency overflow, unless the city's position on this has changed. If the driveway on the neighboring house was constructed as proposed,there should be an emergency overflow in that direction,take a look at the Lot Surveys plan and let me know your thoughts and we could certainly verify how the driveway was built as mentioned above. I would say that storage for two 100 year, back to back events,could not be provided in the small low area especially considering the 2 foot freeboard you requested and the slope needed for flow to the lake. 1 .
