Attached is a copy of the escrow agreement which requires your signature. The City will hold the escrow until the shed has been moved to the approved conforming location and all disturbed areas have been established with vegetation. We will continue to review the application and prepare it for issuance: however we will be unable to issue the permit until the agreement is signed and returned with a check for $700. Additionally, the City adopted a moratorium on new accessory structures & uses within the City in November 2012 (a copy of the moratorium ordinance is attached). What this means is that the City is studying the unlisted accessory structures and uses in Residential districts. Currently the code only specifically lists "garages" as allowed accessory structures in Residential districts. Sheds and other unlisted accessory structures are included in this study. And, unfortunately, as a result of the moratorium ordinance no new accessory sheds can be permitted at this time. We will need to wait until the study is completed and the City Council lifts the moratorium before we can issue the permits. We anticipate the moratorium will be lifted by the end of June. The City will commence its review of the application and incur costs associated with said review only if the Owner establishes an escrow to ensure reimbursement to the City of its costs. MONTHLY BILLING. As the City receives consuttar�t bills for incurred costs, the City will in turn send a bill to the Owners. Owners shall be responsible for paymerrt to the City within 30 days of the Owners' receipt of bill. 4. DISBURSEMENT FROM ESCROW ACCOUNT. In the event that the Owners do not make payment to the City within the timeframe outiined in#3 above, shall issue a Stop Work Order until the Owners pay all expenses invoiced pursuant to #3.
